Working arrangements: Remote working arrangements will be considered on a case-by-case basis in consultation with the supervising manager, subject to business needs.

Length of contract: 12 months

Contract extensions: 2 x 12 months

Security clearance: Must be able to obtain Baseline

Rates: $120 - $140 per hour (inc. super)


The Cloud Infrastructure, Architecture and Strategy team within the Department of Veterans' Affairs & the Repatriation Commission and the Military Rehabilitation and Co (DVA) is seeking inquisitive and detail-oriented Technical Analysts to join our expanding team. As we transition DVA towards a modern, sovereign cloud environment, we need analysts who can look under the hood of our complex legacy ecosystem and map the path forward.

In this role, you will be the critical link between our strategic and specialised solution and cloud architects, and the operational reality working within DVA’s current ICT operating environment. You will be responsible for understanding legacy system logic, validating technical requirements for External Costing Requests (ECRs), ensuring solution designs align to business’ requirements, and defining the data flows and integrations required for our cloud modernisation. You will work across a diverse portfolio, moving between deep-dive system analysis and high-level planning.

You will be responsible in the hands-on development and negotiation of these artefacts, in addition to preparing briefing material for Executive Boards and internal Governance Committees, project management artefacts to support the delivery of key initiatives and work packages in progress.

This role will support several technical discovery activities/work programs across DVA’s ICT system ecosystem. This Discovery will align recommendations with DVA’s Digital Strategy and Technology Roadmap 2025-2030, consideration of DVA’s Digital Investment Plan (a 10-year strategic horizon for digital investments), and other whole-of-government strategies, policies and standards from the Digital Transformation Agency and other key agencies (ie ASD and Defence)

Key Responsibilities:

* Conduct deep-dive analysis of DVA’s legacy application estate to identify dependencies, integration points, and technical debt.
* Support the development of detailed Technical Roadmap components, by mapping application lifecycles and identifying optimal freeze or decommissioning points.
* Document current-state technical architectures to inform the migration strategies for the program.
* Act as the technical triage point for ECRs. You will validate the technical scope described by business teams is accurate and feasible before it is sent for costing.
* Liaise with solution and technical architecture expertise on ECRs.
* Analyse proposed technical solutions to ensure they align with the DVA Digital Strategy, Digital Investment Plan and Technology Roadmap.
* Map data flows and interface specifications, as well as define technical requirements (with support from the team’s solution architecture stream).
* Translate high-level solution designs produced by Architects into detailed functional and non-functional requirements for engineering teams.
* Communicate and engage across DVA’s internal business teams (program, policy and enabling services), in addition to shared service providers – Services Australia, Department of Finance, Department of Defence, Department of Health, Disability and Ageing, and external third-party vendors.
* Hands-on development of technical assessments to support major capability decisions – ie, enablement of cloud, EDW migrations, solution assessments for digital/functional capabilities.
* Map business and process dependencies, options analysis to support architecture stream.


Essential Criteria

* Skills and Experience. We are looking for candidates who can demonstrate the following: • Technical Literacy: the ability to read and understand technical documentation, including API specifications, database schemas (SQL), and infrastructure diagrams. Experience with legacy mainframe or mid-range systems highly regarded.
* Analytical Rigour: proven experience, breaking down complex technical problems into clear, documented requirements (e.g., Functional Specifications, Interface Control Documents). • Shared Servies Experience: experience working within or alongside a shared services model and understanding of the ECR/Costing process is desirable.
* Data Fluency: the ability to analyse data structures and map complex data migrations. • Communication: strong written and verbal skills, with the ability to challenge technical assumptions made by vendors or internal stakeholders constructively.
* Tooling Proficiency: experience with modelling tools (e.g., Visio) and work management platforms (e.g., Jira)., dashboards and data visualisation (ie, Tableau and PowerBI) and, in the absence of these tools to produce similar products. • User Experience: evaluates designs and options to obtain user feedback, tests the usability and accessibility of these components with a range of users (front/end/external). Has some experience and knowledge with UX and DX design.
