Senior Technical Officer – Project Engagement – Fixed Term (18 months)

Role Overview
The Senior Technical Officer – Project Engagement plays a crucial role in facilitating the support and coordination of various projects related to the council's transport infrastructure network. The role acts as a link between the Infrastructure Services Directorate, external stakeholders, and project teams, ensuring smooth communication and effective implementation of initiatives.
Responsibilities
* Provide technical advice and support on projects and maintenance works, particularly concerning traffic management, road operations, and corridor management.
* Act as a direct liaison with external project teams, identifying collaboration opportunities and preparing reports for council officers to facilitate decision‐making.
* Coordinate and manage internal and external infrastructure projects, ensuring they meet quality standards and are delivered in a cost‐effective and timely manner.
* Prepare and undertake project briefings, design management, procurement, contractor negotiation, contract management, financial administration, record keeping, and other tasks required for the coordination of council waste infrastructure projects.
* Prepare and maintain project management plans to monitor risks and issues.
* Manage external consultants and assess work completed by other professionals, providing feedback and issue identification.
* Liaise with other council departments, government agencies and council clients to ensure statutory compliance and alignment with council objectives.
* Assist in the development, implementation and evaluation of policies, systems, procedures and operational standards.
* Monitor and review regulatory changes to ensure compliance.
* Carry out other relevant duties within the scope of the position.
Qualifications
* Tertiary qualifications in a relevant field such as Civil Engineering, Project Management or equivalent.
* Extensive experience in project management (waste experience is favourable), including preparing accruals and payment claims.
* Experience administering civil construction contracts and supervising and managing civil works contracts.
* Practical knowledge of industry best practices for maintenance treatment selection, workflow, costings, scheduling, programming and timing.
* Understanding of quality assurance in civil works, road materials and production.
* High level of oral and written communication skills, with experience of analytical reports and presentations.
* Proficient with computer applications used in the formulation of traffic management plans and guidance schemes.
* Strong analytical, problem‐solving and investigative skills with the ability to develop actionable strategies in unstructured situations.
* Proven ability to manage multiple projects concurrently.
* Queensland "C" Class driver's licence that is current and maintained.
* Construction Industry White/Blue card.
