About the role
As the Competency Specialist – Safeworking & Track, you are integral to the success of V/Line's Corporate Affairs Group.
The Competency Specialist – Safeworking & Track is responsible for co-ordinating accredited and non-accredited training and assessment to meet the compliance and development needs of V/Line employees, with an emphasis on Safeworking & Track.
Working with the Senior Competency Specialist – Track & Civil, this role will deliver accredited training through our Registered Training Organisation (RTO), including certifications such as Track Force Protection Coordinator, Handsignaller, Track Vehicle Operator 1 & 2 (TVO1&2) and Track Related competencies.
As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills
Key accountabilities include:
• Conduct in-field and theory-based assessments and ensure they are conducted and recorded in accordance with V/Line and RTO requirements
• Work with V/Line's Rail Safety Team to ensure all training and assessment materials are continually updated and improved in accordance with standards and procedures
• Participate in Validation and Moderations activities and professional development as directed by the RTO Manager
• Maintain and improve existing training and assessment resources to support training programs
• Deliver and assess Safeworking qualifications including:
- Personal Track Safety
- Track Force Protection Co-Ordinator
- Handsignaller
- TVO 1 & TVO 2
• Maintain training and assessment records in collaboration with the RTO and L&C Co-ordinator.
• Perform periodical Safeworking, Track Inspector, and Ganger tasks as required (time permitting).
• Improve the delivery and assessment of V/Line's training processes and quality of evidence used to make competency assessments (i.e. work to improve the validity, reliability, flexibility and fairness of assessment procedures and tools)
Site visits & the requirement to travel
This role requires travel to sites throughout regional Victoria, with training run in all regions. It's a great way to get out to the regions and see our beautiful State
The role is primarily based at our Flinders Street office, however working, and travelling across the network will be a requirement of this role.
About you
Provide training, coaching and mentoring to Track and Civil staff across Asset Management and Program and Delivery to ensure they have the skills and knowledge to perform their role safely and competently.
You are passionate about the rail industry and have demonstrated experience within the Safeworking & Track portfolio.
Our ideal candidate will possess the following:
• Advanced knowledge of safeworking implementation
• Demonstrated ability to perform complex safeworking tasks.
• 5+ years' experience in Safeworking & Track operational roles
• Certificate IV in Training and Assessment (TAE) or wiliness to achieve
• Certificate II in Rail Infrastructure or relevant industry experience
• Cert III Rail Infrastructure or relevant industry experience
• TFPC & Hand signaller competency or relevant industry experience
• Safely Access the Rail corridor (SARC)
• Knowledge of AQF levels
• Knowledge of training package rules
Personal Attributes
• Highly developed communication ability (both written and verbal) and presentation skills.
• Ability to clearly explain exercises and listen to learners needs helps build a strong rapport to keep clients motivated
• Strong Communication Skills
• Ability to identify capabilities of learners
• Ability to collaborate and engage with Stakeholders at all levels
