Summary Statement
This position is responsible for managing and monitoring grant budgets and expenditures. Responsibilities include reviewing daily payments, reconciling and analyzing grant budgets, preparing grant reports, monitoring operating budgets, overseeing General Funds (GF) and Appropriated Special Funds (ASF), reviewing and processing grant award letters, processing grants within the State's accounting system, First State Financials (FSF), including submission for Clearinghouse approval, assisting with the preparation of federal grant audits, and performing other related duties as assigned.

* Interview agency staff, observe work processes and gather data relating to operational and managerial practices and procedures for evaluating services provided and determining compliance to goals and objectives.
* Review, perform statistical analysis, and interpret collected data relating to policies, procedures, organization, managerial and operational practices; define and make recommendations for correcting problems.
* Analyze collected data and develop solutions or alternative methods of proceeding.
* Evaluate the effectiveness of operations in meeting established goals and objectives.
* Provide technical assistance in understanding and developing management objectives and controls for resolving issues and concerns.
* Study pertinent background material such as legislation, administrative orders and regulations.
* Make recommendations for and assist in the implementation of new techniques or procedures to improve methods of operations, strengthen controls, and effectively utilize resources.
* Document findings of studies and prepare recommendations for implementation of new systems, procedures, or organizational changes.
* May supervise administrative support and/or paraprofessional staff. Supervision is exercised over at least two or more merit full‐time positions per the Merit Rules, including planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
Job Requirements
JOB REQUIREMENTS for Management Analyst II
* Six months of experience in conducting studies evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
* Six months of experience in descriptive statistics such as the mean, median, mode or standard deviation.
* Six months of experience in interpreting laws, rules, regulations, standards, policies and procedures.
* Six months of experience in narrative report writing.
* Knowledge of designing studies, determining study goals and objectives, information needed, data sources, sampling and collection methods.
* Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.
* Knowledge of inferential statistics such as correlation, t‐tests, f‐tests or analysis of variance.
