Remote is seeking a Senior Change Manager to support The Department of Home Affairs to drive change across a range of policy, operational, and technology initiatives. Using internal change-management framework (based on the PROSCI ADKAR model), the Change Manager will partner with project teams to ensure smooth adoption of new ways of working. (RFI )
Role Description
Key Responsibilities
Develop & Execute Change-Management Plans: Use change-management framework to create and deliver strategies that support projects change needs.
Lead Communication Activities: Design, create, and deliver key communications activities; advise and manage the timing and channels of each message to keep stakeholders informed and engaged.
Conduct Impact & Stakeholder Analyses: Undertake change impact analysis and stakeholder analysis to understand change needs.
Drive Training Programs: Understand training requirements; work with subject-matter experts to help them design, build, and deliver training that equips users to adopt to new ways of working.
Build & Leverage Relationships: Build strong relationships with senior leaders and colleagues; collaborate with other change managers, offering guidance, mentorship, and coordination of efforts; embed all change-management tasks (communication, training, stakeholder engagement, etc.) into project schedules to ensure seamless delivery.
Assess User Readiness: Collect and analyse data (surveys, interviews, usage metrics) to gauge how prepared users are for the change; use the findings to adjust plans and address gaps early.
Risks and Issues: Report change-related problems or potential risks.
Define & Measure Success: Use success metrics to understand and measure adoption rates, performance improvements, satisfaction scores, etc.; monitor these metrics throughout the change lifecycle and report progress.
Mandatory Qualifications
Experience applying a structured change management framework — youll be using a proprietary model built similar to PROSCI/ADKAR principles, so you must be comfortable adapting to new methodologies.
Proven ability to lead and motivate teams, set priorities, and manage competing demands.
Demonstrated track record of building change-management capability within a group (coaching, mentoring, developing processes, etc.).
Desirable Qualifications
Experience delivering business change management with operational teams.
Experience in leading, planning, designing and delivering complex business change activities.
Hold a recognised change management qualification or certification (e.g., PROSCI etc.).

5+ years of hands-on change-management experience.
Proven track record of working side-by-side with project delivery teams to plan and execute change initiatives.
Able to navigate uncertain or evolving situations with incomplete information, and keep momentum going.
Exceptional communication skills, strong verbal and written abilities.
Capable of translating technical concepts into plain language for non-technical audiences and staff at every level of the organisation.
Resilience and self-direction, works independently with minimal supervision, stays focused on delivering results, and persists through setbacks.
