Details: Education and Care Regulation and Support is seeking to fill a Permanent Senior Policy Officer Regulation position.
Education and Care Regulation and Support (ECRS) is the ACT Regulatory Authority administering legislation covering approved childhood education and care services and licensed childcare services in the ACT.
The successful applicant will undertake complex policy and statutory work relating to the Regulation and Compliance of the National Quality Framework (NQF) in the ACT, including:
* Undertake a variety of responsibilities such as project work including research, policy analysis, operational policy development, implementation, and evaluation, within tight timeframes.
* Undertake and coordinate the preparation of cabinet submissions, legislative assembly documentation namely Tabling and Explanatory statements, briefings, general high-level correspondence including regulatory notices and other general documents as required by the Team Leader Audit and Risk Management, Team Leader Communications, Senior Director and EBM.
* Undertake internal review of regulatory decisions made. Including assessment of application, reviewing and analysing evidence, original decision makers considerations and all relevant matters.
* Provide, sound and timely advice to the Strategy, Innovation and Response Team on drafting, operational and national and jurisdictional legislative matters including amendments to the NQF and the ACT Enabling Law.
* Liaise, negotiate and form partnerships with other areas of the Directorate, across government and represent the ACT in National Forums working on Legislative amendments for the NQF and the implementation of the NQF Review amendments. Represent ECRS in relevant forums as required.
* Consistently model and demonstrate the ACT Government Respect, Equity and Diversity Framework and lead safe work practices that are in accordance with the Directorate’s Work Health and Safety policies, procedures and roles and responsibilities.

Eligibility/Other Requirements:
* Prior to commencing in this role, a current registration issued under the working With Vulnerable People (Background Checking) Act 2011 will be required. For further information on Working with Vulnerable People registration refer to Apply for or renew a WWVP registration - Access Canberra
* Experience and qualifications in Law and/or public policy would be highly desirable.
* Demonstrated high level written communication skills including preparation of briefs, reports, cabinet submissions, request for legal advice.
* Demonstrated knowledge and understanding, or proven ability to obtain knowledge and understanding, of the Education and Care Services National Law (ACT) Act 2011, the, the Education and Care Services National Regulations 2011
* Proven ability and experience in managing a diverse and complex workload, meeting statutory deadlines and consistently providing high level, sound and timely advice. As well as willingness to assist and support other teams on a need’s basis.
* Demonstrated legal knowledge relevant to regulation and high-level policy skills, including research, implementation, analysis and evaluation of legislative amendments. As well as the ability to analyse complex evidence to undertake internal reviews of Regulatory decisions in accordance with the Education and Care Services National Law (ACT) Act 2011.
* Evidence of highly developed interpersonal skills, including the ability to liaise, consult and advocate for the ACT Early Childhood Sector with a variety of stakeholders on complex Regulatory and Legislative issues within the Directorate, across government and a variety of National sub-Committees.
* Demonstrated commitment to the ACT Government’s Respect, Equity and Diversity Framework and proven ability to lead safe work practices that are in accordance with the Directorate’s Work Health and Safety policies, procedures and roles and responsibilities.
