The Role

The Navy CEDP Manager is responsible for the strategic management and operational delivery of the Navy Civilian Engineer Development Program (CEDP). This program is essential to sustaining and enhancing Navy’s engineering capability by recruiting and developing high-potential engineering graduates through a structured three-year development pathway. The role is primarily focused on Human Resources and workforce development, with a strong emphasis on stakeholder engagement, policy advice and program coordination. The CEDP Manager plays a key role in shaping the future civilian engineering workforce of Navy and ensuring a strong succession plan.

They:

* Lead the end-to-end delivery of the CEDP, including recruitment, onboarding, rotations, training, and performance management of participants.
* Monitor and evaluate program outcomes, driving alignment between Navy Engineering’s workforce requirements and the functions of the CEDP.
* Provide HR advice to Navy Engineering personnel, particularly in relation to graduate development.

About our Team

The CEDP underpins Navy’s ability to meet current and emerging capability requirements outlined in the National Defence Strategy, by delivering a structured, high-quality development pathway for engineering graduates. The program ensures a sustainable pipeline of talent equipped to support complex maritime platforms, systems, and infrastructure. The CEDP is coordinated by a team of two personnel (one EL1 and one APS6), who work with supervisors across Navy Engineering and industry outplacements. They sit within a directorate that more broadly supports the growth and professional development of the Navy Engineering Community, both APS and ADF.

They will have a commitment to learning and self-development that aligns with the purpose and intent of the program. They will have prior experience in complex to very complex workforce planning, training and education (such as other graduate development programs), recruitment, and performance management. They will actively engage with graduate program participants and supervisors to deliver the program. They will understand the organisational goals of Navy Engineering and translate them into continuous improvement of the CEDP functions.

Eligibility

Security Clearance:

Applicants must be able to obtain and maintain a security clearance at “Negative Vetting Level 1”.
