Senior Manager Stakeholder and Change

Location: Parramatta

Employment type: Temporary Full time up 3 years

Salary: Clerk Grade 11/12 ($149,739 - $173,174 pa), plus employer's contribution to superannuation and annual leave loading

Your role

This role sits within DCJ Major Projects and plays a central part in supporting the successful delivery of high-profile programs across the cluster. It provides strategic leadership in change management, communication, and stakeholder engagement to ensure major initiatives are well governed and understood at all levels of the organisation. The position is a key link between project teams, senior executives, and cross government stakeholders, strengthening alignment, managing emerging issues, and supporting smooth transformation outcomes.

What you'll do

Day to day, the role leads the planning, development, and execution of communication and change management strategies for major projects. This includes preparing high level documents such as briefings, reports, submissions and committee materials, coordinating responses to critical issues, and ensuring consistent messaging across all channels. The role works closely with Executives, Communications team, Portfolio Leads, Project Leads, and key stakeholder groups to monitor progress, track risks, maintain governance requirements, and provide timely advice on emerging matters. A typical week involves stakeholder engagement, synthesising complex information for executives, and continuously improving frameworks and processes to support project delivery.

The role is part of a collaborative, fast paced, and outcomes focused Major Projects team. The environment is supportive, dynamic, and centred around delivering high impact capital and program initiatives for communities and justice services. The team values open communication, shared problem solving, and reliability. Everyone works closely across disciplines including program delivery, governance, procurement, commercial and PMO functions. The culture is professional yet down to earth, with a strong emphasis on integrity, accountability, and helping each other navigate complex and often time sensitive issues.

What we're looking for

The ideal candidate is a confident communicator with strong experience in change management, stakeholder engagement, and strategic communications within complex government or large organisation settings. They bring demonstrated capability in navigating critical issues, preparing high quality executive documents, and working effectively across diverse stakeholder groups. Experience supporting major projects, transformation programs, or whole of government initiatives is highly desirable. The candidate will have strong analytical skills, excellent judgment, and the ability to translate complex information into clear and actionable messages. Relevant tertiary qualifications in communications, change management, public administration or a related field would be advantageous. Above all, the person will be proactive, organised, and able to thrive in a high pressure environment while building trusted relationships.
