Interesting and complex project for super savvy and experienced Business Analysts to support the Public Sector Reform 2025 initiative—an important program focused on planning the partial transition of approximately 54 corporate services business functions from the Department of Communities to the Department of Housing and Works.
This role requires strong analytical capability, stakeholder engagement skills, and experience working in complex, multi-agency environments.
About the Assignment
You will play a key role in the discovery, analysis and design phases, working closely with business and technical stakeholders to define and validate both current and future operating models. This includes documenting requirements, user journeys, business processes, business services, and facilitating assessments of system functionality.
Key Responsibilities
The successful candidates will be required to:
* Build relationships and liaise with business and technical stakeholders to support project outcomes
* Apply a range of business analysis techniques, including business process reviews and detailed process mapping, to inform future-state design
* Assess the business impact of organisational, process and system changes, providing high‑level advice for organisational change strategies
* Conduct business requirements gathering and support the solutions design process across planning, management, analysis and documentation activities
* Ensure deliverables align with the strategic direction of the Department and demonstrate the value of migrated, consolidated or improved processes and services
* Facilitate and manage workshops, meetings, and requirements-gathering sessions
* Support the development of business processes, service delivery models, solution design documentation and testing artefacts

* Business Process documentation and functional mapping
* Service Delivery and Business Operating Model artefacts
* Option papers, decision papers and briefing notes
* Workshop facilitation outputs, including documented requirements and agreed actions
Required Skills & Experience
* Extensive experience facilitating and building consensus with diverse business and technical stakeholders to support requirements gathering and solution design
* Practical experience in functional analysis, capability analysis, and business process mapping, including the use of modelling tools
* Ability to translate business concepts and needs into clear technical requirements
* Proven capability in driving change within complex, multi-agency environments
* Strong organisational skills, with the ability to manage multiple concurrent analysis activities and priorities
* Highly developed communication, interpersonal and negotiation skills, with a commitment to customer‑centric service delivery
Additional Requirements
* A current (issued within the last 6 months) Australia‑wide Police Clearance must be submitted by the successful candidate.
