Primary objective
The Senior Contract Reporting and Compliance Officer supports collaborative stakeholder relationships, strengthened governance and contract
management capability, by delivering analytical reporting, driving continuous improvement, and overseeing compliance, assurance, and contract
management system administration.
Context statement
The Contract Services Unit supports effective procurement and grant management by delivering governance, performance monitoring, and
contract services that enable collaborative, community-focused programs and services for Territorians.
Key duties and responsibilities
1. Monitor and report on grant and contract performance, ensuring compliance with legislative, financial, and policy frameworks, and provide
strategic and operational advice to senior management.
2. Prepare high-quality reports, briefings, submissions, and Ministerial briefings relating to contracts and grants.
3. Support continuous improvement by identifying an array of contractual financial, efficiency, delivery, and compliance risks, analysing trends,
and contributing to the development of governance, assurance, and performance monitoring frameworks.
4. Provide oversight and systems support for contract and grant management platforms (e.g. GrantsNT and Trax), and advocate for
enhancements that improve reporting, monitoring and compliance.
5. Develop and maintain strong working relationships with internal and external stakeholders, including participating in consultations,
negotiations, and cross-sector collaborations. Represent the Agency in meetings and forums.
6. Mentor and support staff, promoting a culture of capability building, accountability, and service excellence across the unit.
Selection criteria
Essential
1. Demonstrated ability to understand complex issues and interpret legislation aligned to contract management and strategic outcomes,
necessary to provide clear written strategic and operational advice on behalf of the department.
2. Strong strategic, research, analytical and reporting skills, including the ability to interpret data, develop performance indicators, and prepare
high-quality briefings to inform executive decision making and display outcome focussed performance reporting.
3. Proven organisational and project management skills, with the ability to manage competing priorities, meet deadlines, engage, communicate,
and collaborate with an array of stakeholders to deliver departmental outcomes and objectives, including the ability to promote and drive
operational change.
1. Established experience using of a range of computer software, including Microsoft Project (or similar), use of databases, spreadsheets, email,
internet, electronic messaging services, and other commonly used office administration software.
1. Sound knowledge of contract and grant management systems with experience identifying opportunities for system governance, reporting and
process improvements.
1. Demonstrated experience mentoring a team in a high-pressure environment, ensuring the delivery of accurate and timely advice and effective
support to agency staff.
Desirable
1. Diploma, Degree or Post Graduate Certificate or equivalent experience in a related field.
