The Finance and Corporate Performance Branch is responsible for supporting the AEC to meet its obligations under the Public Governance, Performance and Accountability Act 2013 (PGPA Act) for the efficient and effective use of public resources. The Branch consists of four sections: Financial Accounting and Services, Management Accounting, Corporate Performance and External Budgets and Strategic Sourcing and Systems. It is a fast-paced environment, but we have a great team who work well together, sharing knowledge and supporting each other in our day-to-day activities. Financial Accounting and Services provides a wide range of financial services (such as accounts receivables/payables, travel, credit card and debt management) and treasury functions as well as financial reporting activities (end of month reporting, reconciliations and the preparation of the AEC's annual financial statements). Management Accounting provides financial advice to the Executive across the AEC to deliver strategic, insightful analysis to support decision making. Provision of management accounting advice is critical to the financial management of the AEC to support data driven decision making and create a shared sense of purpose to deliver on the AEC's objectives. Corporate Performance and External Budgets supports the AEC's management of matters relevant to performance planning and reporting frameworks, including the publishing of the Corporate Plan and Annual Report, manages and delivers the AEC's external budget framework and the day-to-day matters of reporting on large scale electoral events, internally and externally. Strategic Sourcing and Systems is a small and dynamic section, which provides specialist in house advice on a range of complex procurement and contract management matters as well as the management of supporting financial systems to ensure that all AEC business areas receive fit-for-purpose support and advice. The key duties of the position include The AEC is looking for finance professionals at the EL1 and APS 6 classifications to support and provide strategic financial advice to assist with decision making through management reporting and forecasting and act as a connection between the business and the Branch on financial matters. Finance Officer (APS 6) role assists the Management Accounting team, including Internal Budget and Finance Business Partner, to provide high level management accounting services and advice including the development and management of budgets to promote financial sustainability. The APS6 Finance Officer is required to provide detailed technical, professional, policy, operational support, and advice in relation to complex problems. To excel you'll have: Experience in assisting in managing financial support, contributing to budget preparation and financial performance monitoring and reporting. Ability to assist in developing and monitoring the internal budget framework including reporting functions. Skills to engage with key staff and management in budget preparation and discussions (including operating, capital and project budgets), costing exercises and reporting of forecast income and expenditure. Ability to assist in coordinating financial governance requirements and promote compliance with the financial management frameworks. Expertise to assist in providing advice in relation to complex problems and ensure quality of outputs for the work area. Skills to build and sustain relationships with stakeholders and subject matter experts to deliver financial management outcomes for the AEC. Expertise to perform additional duties or assume responsibility of functions as directed by management from time to time. Assistant Director, Internal Budget (EL1) manages the internal budget framework to support decision making and deliver the AEC's objectives. The EL1 Internal Budget will exercise a considerable degree of independence to engage in complex problem solving and issues management within the financial functions. To excel you'll have: Experience in providing leadership and direction to develop and standardise the internal budget allocation process to support decision making. Ability to manage and coordinate the AEC's internal budget through the deliveries of budget reviews and transfer process, linking to the external budget framework. Skills to provide strategic analysis, advice and recommendations on budget issues to senior executives to enable decision-making and management within the agency's funding. Ability to provide financial advice and support to key staff and management on internal budget allocations, Average Staffing Level (ASL) allocations and internal budget transfers. The ability to assist in coordinating financial governance requirements and promote compliance with the financial management frameworks. Expertise to prepare monthly financial performance reports and committee papers. Ability to perform additional duties or assume responsibility of functions as directed by management from time to time. Assistant Director, Finance Business Partner (EL1) manages a small team to provide strategic financial advice to management to support decision making and deliver the AEC's objectives. The EL1 Finance Business Partner will exercise a considerable degree of independence to engage in complex problem solving and issues management within the financial functions. The position requires exercising sound decision-making and judgement to produce high level policy advice and operational support. To excel you'll have: Experience in providing leadership and direction to ensure a high-level of integration and consistency across the AEC financial management function. Ability to manage and lead a team, including providing clear and consistent communication, setting clear performance and behavioural standards, managing performance, delegating responsibility and guiding and developing people. Skills to assist in managing financial governance requirements and compliance with the financial management framework. Ability to draw on experience and financial management expertise to provide advice on AEC and government financial matters. The ability to build and sustain relationships with stakeholders and subject matter experts to deliver financial management outcomes for the AEC. Assess and evaluate financial management strategy, initiatives, projects, policy and procedures and identify opportunities for continuous improvement.
