The Opportunity

This position will lead the Engineering and Environment team to deliver the Branch’s operational objectives, with a strong focus on ensuring development proposals, construction works, and survey plans comply with engineering design standards, align with the planning scheme, and support long-term sustainable development.

The role also involves providing expert technical assessment and reporting on development applications and investigations within a multi-disciplinary team environment, ensuring compliance with legislative requirements while maintaining a strong customer service focus.

* Position Remuneration: Level 8.1 ($118,806 Base annual salary) / ($134,854 Total remuneration package which is based on a permanent full-time employee and inclusive of 12% employer superannuation and 17.5% leave loading).

About You

To undertake this position, you will have expert knowledge and understanding of Queensland principles and legislation affecting development, including the Planning Act 2016 and relevant planning schemes.

You will have experience in leadership and human relations skills and an ability to recognise and respond to the needs of others.

The position's focus will be:

* Lead the Development Engineering Assessment Team by providing leadership, support and guidance to team members to create a positive work culture in line with organisational values, which promotes teamwork, personal accountability and encourages continuous improvement.
* Coordinate the assessment and process management of development applications for all operational works matters and provision of expert technical advice into applications for all land use and subdivision of land.
* Research and provide high level expert advice and assistance on engineering, planning and environment matters to elected representatives, developers, consultants, internal officers and the general public on a daily basis, including pre-lodgement meeting advice.
* Negotiate, assess and process operational works and prescribed tidal works applications in a timely manner, while maintaining a strategic focus on Council’s long term planning objectives and asset standards.
* Negotiate with and co-ordinate advice from state government agencies and general public in relation to development matters.
* Exercise initiative, judgement and autonomy in making decisions, solving problems and resolving conflicts in relation to development applications and other development related matters.
* Prepare high quality specialist reports and recommendations ensuring reasonable and relevant conditions or appropriate reasons for refusal are provided.
* Consult and conduct negotiations on matters of a development nature with developers, professionals, internal officers and the general public, including participating in ‘without prejudice’ meetings and providing expert advice in relation to appeals.
* Review and sign Flood Certificates and Property Certificates.
* Oversee the issuing of construction and compliance certificates and other engineering approvals in line with legislative requirements and agreed time frames.
* Mentor and coach development engineering and administration officers in the Branch in respect of engineering and environment issues, principles, practices and the IDAS process in conjunction with the Manager Development Assessment.
* Develop and implement regular performance standards for team members, to ensure clear position expectations are set and communicated, and team goals are understood and aligned to personal development plans, and poor performance is managed effectively.
* Provide and coordinate input to reviews of planning instruments and initiate amendments of the planning scheme and planning scheme policies to improve their effectiveness.
* Represent Council on engineering matters at public meetings, Council meetings, seminars and Court hearings as required.
* Establish and implement ongoing improvements to work practices, procedures and management systems, reviewing outcomes with the Manager Development Assessment.
* Such other relevant duties as required from time to time which would generally fall within the scope of this position.
