Your New Role
Reporting to the Executive General Manager – Housing, you will drive the strategic delivery of two major residential developments: East Werribee Employment Precinct and Olio.
East Werribee Employment Precinct is a long-term, mixed-use precinct aligned with Victorian Government housing and economic priorities. This is a rare opportunity to shape a multi-decade development that will deliver diverse housing, employment opportunities, and lasting public value.
Olio is a growing community in Officer, featuring over 200 homes, sustainable design, inclusive housing partnerships, and green open spaces. With Stage 2 underway, you will help bring affordable, high-quality homes to Melbourne's south-east.

Please note: This is a standard executive contract with a maximum term of five years.
* Establish and lead a new project aligned with the Victorian Government's Housing Statement to deliver housing outcomes for the community.
* Shape and lead the strategic vision for a major, multi-decade, precinct-scale mixed-use project aligned with Victorian Government priorities.
* Build and lead a high-performing, multidisciplinary team to deliver complex project outcomes across multiple workstreams.
* Provide high-level strategic, commercial, and policy advice to executive leadership and government stakeholders.
* Represent Development Victoria publicly as a leader in innovation, sustainability, and precinct-scale development, reinforcing its role as government's developer of choice.
* Support the planning, management, and delivery of the project's financial targets to contribute to the organisation's financial performance.
* Establish and lead the planning, design, and staged delivery of a complex mixed-use precinct from the ground up, ensuring alignment with government economic and housing policy objectives.
* Drive the advancement of delivery frameworks that integrate housing, employment, infrastructure, and placemaking outcomes at scale.
* Confidently navigate competing interests across stakeholders and lead the negotiation of complex outcomes involving divergent views and priorities.
* Ensure effective and proactive engagement with the community and stakeholders, working with Corporate Communications to develop tailored communication and engagement strategies for each project phase.
About You
The role requires a candidate with experience leading a team, managing complex and innovative housing projects commercially and in line organisational goals and objectives and Government policy.
This will require:
* Tertiary degree or higher qualification in property, construction, architecture, design, engineering, project management or related fields.
* A proven track record in the timely establishment of strategy and delivery of greenfield housing projects spanning land development, house and townhouse construction and medium density apartment delivery.
* Experience navigating complex construction and property markets and working collaboratively and innovatively to deliver tangible value for money outcomes.
* An understanding of state and local government economic, planning, and other policy drivers, including the Victorian government's Housing Statement, and their impact on successful delivery of housing projects.
* Experience working with a broad range of stakeholders to deliver housing outcomes with the right balance between policy outcomes and commercial delivery.
* Successful people, strategic and commercial management skills, consistent with organisational goals, objectives, and government policy
