Primary objective
Provide high quality, timely recruitment and candidate attraction care services in accordance with established policies and merit-based
selection principles. Deliver and manage enterprise talent pool program initiatives to support recruitment to high-demand roles across the
NTPS and provide specialist recruitment advice to client agencies.
Context statement
Workforce Services are delivered to client agencies under a centralised services model across a geographically and culturally diverse
environment. This role is based in the Specialised Recruitment team and provides high-level advice, support and guidance to client agencies
regarding best practice candidate attraction, advertising and recruitment solutions. The role is responsible for managing an enterprise
talent pool program aimed to create sustainable talent pools for high volume roles across government.
Key duties and responsibilities
1. Work proactively and collaboratively with client agencies to assist with a range of talent engagement, recruitment related matters.
2. Work cross functionally to support client agencies with effective recruitment and advertising activities for hard to fill and high-volume
roles.
3. Provide end to end management of an enterprise talent pooling program, including developing targeted attraction strategies, building
and maintaining pipelines and participating on selection panels to secure high-quality talent to support client agency demand.
4. Undertake research and analysis of HR data to provide high quality, effective and timely workforce services responses and advice, and
contribute to the development, implementation and review of recruitment programs and service offerings.
5. Lead or contribute to strategic HR projects that support consistent Workforce Services delivery across the Northern Territory Public
Sector.
6. Ensure recruitment activities are delivered in accordance with NTPS legislation, agency policies and delegations.
7. Supervise and support the day-to-day activities of a small team to deliver effective recruitment services.
Selection criteria
Essential
1. Extensive experience and knowledge of contemporary strategic HR management and with extensive experience working in strategic
recruitment or workforce program management.
2. Demonstrated leadership capability with the ability to lead and support a team in a multi-skilled, flexible client focused centralised
environment.
3. High level communication, negotiation and conflict resolution skills with the ability to establish collaborative relationships at all levels
and across diverse cultures to positively influence recruitment practices.
4. High level conceptual and analytical skills including the ability to interpret and apply employment legislation.
5. Sound knowledge of recruitment systems, processes and methodologies, including applicant tracking systems and online attraction
channels.
6. Highly developed project management and written skills with the ability to research and analyse information for preparing a range of
high-level correspondence and project documentation.
7. Demonstrated work ethic and attitude which emulates DCDD values of commitment to service, innovative, ethical practice,
accountability, impartiality, diversity and respect.
Desirable
1. Extensive knowledge of the Public Sector Employment and Management Act, the NTPS recruitment and selection processes or similar
and HR Management systems.
2. Relevant tertiary qualifications in human resources or a related field.
