Primary objective
Responsible for the planning, developing and coordination of strategic policy and project initiatives for the Public Health Operations in Emergencies for
National Strengthening in the Indo-Pacific (PHOENIX) Program including leading the implementation of the Gender Equality, Disability and Social Inclusion
(GEDSI) Strategy and the Monitoring, Evaluation and Learning (MEL) Strategy. Provide high quality advice and support to the PHOENIX Directors to achieve
the program outcomes.
Context statement
The PHOENIX program is a directorate of the National Critical Care and Trauma Response Centre (NCCTRC), which aims to strengthen pandemic
preparedness and outbreak response systems and capacity in the Indo-Pacific. Flexible conditions for the position can be negotiated
Key duties and responsibilities
1. Lead, implement, monitor and evaluate the PHOENIX GEDSI Strategy including the development of culturally appropriate GEDSI training materials for
Indo-Pacific countries.
2. Lead the implementation, evaluation and reporting of the PHOENIX MEL Strategy in accordance with Australian Government compliance requirements.
1. Support the PHOENIX Directors to build the capacity of regional public health emergency response through culturally appropriate stakeholder
engagement with international organisations, policy development, and implementing environmentally sustainability initiatives.
4. Support the PHOENIX Program through project and event management, and logistical support for training including travel to the Indo-Pacific when
required.
5. Provide management support to the co-directors of PHOENIX Program including budget, procurement, contract management, risk management,
recruitment, media and corporate communications and act in the PHOENIX Director roles when required.
6. Prepare concise reports and correspondence including Ministerial briefings, memorandums of understanding with international stakeholders, service
agreements, research partnership agreements and DFAT Agreement reports.
7. Support other NCCTRC program areas as requested by executive.
8. Follow defined service quality standards, work health and safety policies and procedures relating to the work being high quality, safe services and
workplaces
9. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Tertiary qualification in a relevant discipline such as allied health, medicine, emergency management, humanitarian studies or a related field.
2. Well-developed knowledge and experience of current and emerging Australian and international public health, health emergency response and gender
equality and disability rights issues.
3. Well-developed knowledge and experience in policy development, project and event management and monitoring, evaluation and learning frameworks.
4. High-level leadership and managerial skills including strategic thinking, team leadership, the ability to work well independently with high levels of
initiative and a strong work ethic, striving for a positive organisational culture.
5. Proven ability to manage pressure, maintain flexibility, have a high level of motivation and experience dealing diplomatically with complex and sensitive
matters.
6. Demonstrated high-level oral and written communication skills including the ability to engage effectively with national and international stakeholders
with strongly founded cross-cultural skills.
7. Able and willing to travel in Southeast Asia and the Pacific region and to work outside NTG core working hours, including public holidays and weekends
as and when required to support delivery of activities.
8. Knowledge of NTG corporate management systems including procurement, finance, travel, information technology, Territory Records Manager, or the
ability to quickly acquire this knowledge.
Desirable
1. Postgraduate qualifications in the fields of public health, management, health emergency management or similar.
2. Understanding of the core business of NCCTRC and AUSMAT.

1. Current registration with Nursing and Midwifery Board of Australia or eligible for same.

3. Demonstrated ability to analyse service performance and implement evidence-based initiatives to improve client outcomes, program
functions, and organisational efficiency.
4. Demonstrated ability to facilitate a positive work environment, modifying work practices where necessary to meet the needs of
healthcare consumers and staff.
5. Demonstrated use of effective communication skills to maximise productive working relationships, including with relevant specialists
and executive management, and manages conflict to promote co-operation, teamwork and understanding.
6. Demonstrates and applies highly developed knowledge and understanding of the social and cultural issues, influences and sensitivities
that influence health care provision for individuals and groups.

1. Graduate Diploma, or equivalent, beyond entry to practice relevant to specialty area.
