We are supporting a major public sector programme seeking an experienced Senior Business Analyst to help shape and improve services that deliver meaningful outcomes for citizens. This is an opportunity to work within a fast‐paced delivery environment where business change, service improvement and user needs are central to decision‐making. This assignment will particularly suit professionals from military, defence, government or other structured operational environments who are comfortable working through ambiguity, identifying gaps, solving complex problems and helping organisations deliver change at pace.
The role
You will work as part of a multidisciplinary team, conducting analysis that supports both user and business needs across a developing service environment. Rather than working from an established legacy platform, this role requires someone who can assess the current landscape, identify service gaps, and work collaboratively with policy, legal and operational stakeholders to shape practical solutions.
Key responsibilities
* Conducting research and analysis across people, process, information, data and technology
* Identifying service gaps, opportunities for improvement and areas where change is required
* Defining business needs, user needs and measurable outcomes
* Supporting service design, development, testing and implementation activity
* Working closely with policy, legal and operational teams to understand constraints and implications
* Helping define target operating models, capabilities and business change requirements
* Advising stakeholders on approaches to analysing and resolving complex business challenges
* Ensuring proposed solutions align with organisational objectives, user needs and intended benefits
What we're looking for
* Significant experience working at Senior Business Analyst level in digital or service transformation environments
* Strong experience of Agile ways of working within multidisciplinary teams
* Ability to assess incomplete or evolving environments and identify gaps, risks and opportunities
* Strong analytical thinking, structured problem solving and the ability to work with limited direction
* Experience translating business drivers, goals and constraints into practical business objectives
* Strong stakeholder engagement skills, including working across teams with competing priorities
* Ability to analyse policy, governance or operational constraints and understand their wider impact
* Experience defining success measures, business requirements and change outcomes
Ideal background
* Armed Forces programme, operational planning or transformation environments
* Defence change, strategy or organisational improvement roles
* Government service design and policy delivery
* Complex operational organisations where structure, pace and stakeholder coordination are essential
