We are currently responding to RFQTS 16723 under the Defence Support Services (DSS) Panel (SON3485107) and are inviting Expressions of Interest (EOIs) from experienced professionals for a Senior BMS Project & Change Manager role within the Department of Defence.
This is a rare opportunity to lead transformative work at the core of the One Defence Capability System (ODCS), supporting Defence's mission to modernise and digitise capability management processes across the enterprise.

About the Role
The Senior BMS Project & Change Manager will play a central leadership role in supporting the Investment Portfolio Management Branch (IPMB) within the Vice Chief of the Defence Force Group (VCDFG).
You'll lead the design, development, enhancement, and governance of the Business Management System (BMS) repositories that underpin Defence's capability management framework. Working across multiple Defence environments — including the Defence Protected Environment (DPE) and Defence Secret Network (DSN) — you'll help shape how Defence aligns, maps, and digitises its enterprise‐level business processes.
This position is embedded in Defence's Force Design Group at Russell Offices, Canberra, and directly contributes to Defence's transformation towards enterprise‐wide readiness, preparedness, and capability alignment.
Responsibilities
* Lead the end‐to‐end management of BMS design and delivery, applying Defence‐aligned project management and change management principles.
* Drive process improvement and digitisation, supporting business process owners across ODCS, VCDFG, and Defence Preparedness areas.
* Oversee BMS repository development across DPE and DSN environments, ensuring content accuracy, accessibility, and alignment with the Enterprise Business Process Management (EBPM) framework.
* Ensure alignment and consistency between interconnected BMS libraries and other enterprise systems across Defence.
* Establish governance and traceability frameworks, linking policy, strategy, and legislation to BMS artefacts in a structured hierarchy.
* Enhance user experience through intuitive BMS design and information architecture that supports adoption and engagement.
* Engage with key Defence stakeholders — from policy owners to senior leaders — to champion business process optimisation and information governance.
* Develop and implement a Change Management Plan, incorporating stakeholder needs, release schedules, and communication strategies.
* Coordinate monthly release updates to Defence stakeholders, ensuring deliverables are met, reviewed, and accepted.
* Support capability and preparedness awareness by maintaining the Paratus repository and contributing to Defence training initiatives.
Qualifications
* Comprehensive understanding of the Defence capability environment, including the ODCS and related BMS frameworks.
* Strong knowledge of ERP, EIM, and EBPM frameworks, and the ability to align business processes within these enterprise systems.
* Experience leading project and change management initiatives within Defence or a complex public sector environment.
* Expertise in business process mapping, optimisation, and digitisation, using structured methodologies.
* Exceptional stakeholder engagement skills, with the ability to influence, communicate, and collaborate across Defence divisions.
* Systems engineering approach to problem solving and process design.
* Strong analytical and strategic thinking, enabling you to identify process interdependencies and propose practical, high‐value solutions.
* Understanding of information management governance, data integrity, and compliance within Defence.
* Confidence presenting to senior Defence leadership, including Directors, Assistant Secretaries, and Group Heads.
* Current or eligibility for NV1 security clearance.

* Change Management Plan – outlining approach, methodology, and governance
* Monthly release updates – summarising progress and system enhancements
* Updated BMS content repositories and intranet structure
* Meeting minutes and reporting for all progress and governance sessions
* Improved alignment and interlinkages between Defence's multiple BMS libraries
