The Aged Care Quality and Safety Commission (the Commission) was formed on 1 January 2019. We work to improve the lives of older people by maintaining the integrity of the aged care system.

As the single independent regulator of Australian Government aged care services, we offer a variety of interesting and challenging jobs across most capital cities.

About the Team

The Enterprise Performance, Assurance and Risk section is responsible for developing, embedding, and refining the Commission’s Performance, Audit and Assurance, and Risk frameworks, policies, and procedures to support the achievement of strategic goals and compliance with the Public Governance, Performance and Accountability Act 2013 (PGPA Act). The EPAR section:

* Coordinates corporate planning and reporting activities, with a particular focus on the development and delivery of the Commission’s Corporate Plan, Performance Measures and Annual Performance Statements and Annual Report
* Promotes a culture of continuous performance improvement and transparent reporting
* Ensures the effective identification and management of enterprise risks
* Ensures quality assurance
* Ensures delivery of appropriate education, training, and communication on key governance, audit and quality assurance and risk matters within its functional remit.

The EPAR team monitors and reports against all related governance accountabilities and statutory compliance obligations at an entity level. It works with relevant business areas to ensure adequate internal controls are in place and any improvement/rectification plans are developed and enacted.

About the Role

This role supports the Director, Enterprise Performance Assurance and Risk and plays a key role in providing strategic advice and leadership in the management of the Commission’s Enterprise Risk Management Framework.

The position is responsible for embedding an integrated approach across the the Commission, including alignment with the Regulatory Risk Management Framework, Quality Assurance Framework, Internal Audit Charter and Enterprise Performance Framework.

This role promotes the Commission’s enterprise risk appetite and tolerance, supports informed decision-making, and delivers high-quality enterprise risk reporting, insights and continuous improvement initiatives.

Position Duties

* Lead the effective implementation and ongoing review and continuous improvement of the Commission’s Enterprise Risk Management Framework and its integration with other enterprise wide frameworks.
* Manage the Commission’s enterprise risk register, ensuring mitigation strategies and control mechanisms are effective, proportionate and embedded.
* Provide strategic advice on emerging risks, trends and opportunities, informed by internal and external analysis.
* Promote an informed and engaged risk culture where risks to objectives are openly communicated, understood and managed.
* Influence and collaborate with stakeholders to strengthen risk capability and support risk-informed decision-making.
* Manage the information in the organisation’s enterprise risk register, mitigations and controls.
* Analyse organisational information, external context, and future scenarios to provide insightful risk reporting and recommendations.
* Deliver high-quality enterprise risk reporting to the executive and governance committees, including the Risk and Audit Committee (RAC).
* Perform enterprise level risk assessments for the Commission as requested.
* Lead and deliver risk management training to build organisational capability and uplift risk maturity in the Commission.
* Identify and implement continuous improvement initiatives, including simplifying and enhancing policies, processes and tools.

Position Eligibility Requirements (Selection Criteria):

To be successful in this role you will need to demonstrate the following:

* Demonstrated experience in enterprise risk management, preferably within a Commonwealth context, including application of the Commonwealth Risk Management Policy.
* Strong analytical and strategic thinking skills, with the ability to identify emerging risks and provide practical, evidence based advice.
* Highly developed communication skills, with the ability to influence and engage stakeholders including senior executives.
* Proven ability to build and maintain productive working relationships across a range of stakeholders
* Strong organisational skills, with the ability to manage competing prioritise and deliver high-quality outcomes.
* Demonstrated leadership capability, including the ability to guide, mentor or support others and contribute to a positive team culture.
* Demonstrated professionalism, integrity and sound judgement in decision-making.
* Ability to obtain and maintain a baseline security clearance.

Position Notes:

* Salary offered will be between $122,620 - $139,850 per annum depending on skills and experience. In addition, 15.4% superannuation will be paid.

* Non-ongoing opportunity will be offered for an irregular/intermittent term. Opportunities will be offered for varying periods up to 12 months with the option to extend to a total of 24 months.
