About the Role
This senior role will be key to ensuring the safety and security of all Olympic and Paralympic Games stakeholders, whilst maintaining alignment with international standards, national and state legislation and the broader Olympic security framework.
This role will be responsible for leading the strategic development and business planning across several high priority and executive-level security projects and initiatives, along with collaborating with local, state, and federal law enforcement agencies to ensure a unified security approach.
The Head of Security (Venues and Villages) will initially report to the Director of Venues and will be responsible for leading the strategic planning, resourcing, testing, coordination and operational delivery of all IOS operations across the Olympic and Paralympic competition and non-competition venues (including the Olympic and Paralympic Villages and Main Media Centre). The role will subsequently report into the Brisbane 2032’s Director of Security, once recruited.
Key Responsibilities
* Lead the development and implementation of comprehensive Integrated Olympic Security (IOS) strategies, principles and plans for the successful delivery of all competition and non-competition venues (including the Olympic and Paralympic Villages).
* Perform the role of Brisbane 2032’s primary security lead and develop positive relationships with key delivery partners including Queensland Police Service, Queensland State Government, Australian Federal Government, other Queensland emergency services and venue owner/operator security teams.
* Help develop a clear vision and strategy for the planning and delivery of Brisbane 2032 Security operations and services, whilst delivering and ensuring alignment with key FA business planning requirements including the planning, definition and development of the necessary security capabilities for the Games (including equipment, resources, training, testing, budgets, workforce), whilst considering Sustainability, Legacy and Inclusion.
* Ensure early identification, recording and resolution of planning and operational issues by addressing contingencies, policy direction, program development, resource allocation, program reporting and operational strategy.
* Oversee the design and execution of venue-specific security risk and threat assessments, and establish cross-partner mitigation strategies
* Ensure integrated and scalable security operations in line with Games-time operational plans and incident response protocols.
* Negotiate and manage Security related contracts. This will include preparation of tender documentation and support the procurement process for the delivery of security capabilities, operations and services.
* Develop relevant strategies, policies, plans and procedures for the Command, Control, Coordination & Integration (C3i) of Games Security, including Crisis Management, multi-agency command arrangements and the C3i arrangements and centres at Games competition and non-competition venues.
Skills and Experience
This is a key role within the Brisbane 2032 Games Delivery Division and requires an individual with strong experience in successfully planning and delivering integrated security and safety functions in a multi-venue, major event context, coupled with an understanding of the interdependencies across other internal departments, Functional Areas (FAs) and Games delivery partners.
* Minimum 10 years of experience in leading large-scale security operations for major international events, (preferably multi-sport events), involving alignment and integration with multiple stakeholders and suppliers. Previous Olympic and Paralympic Security experience is desirable.
* Proven capability in building strong trusted relationships and coordinating complex stakeholder environments, including government, military, emergency services and private contractors.
* Proven experience in working with senior executives, building cross functional partnerships, and influencing external stakeholders.
* Strong knowledge and understanding of venue security planning, public safety, crowd management, access control and surveillance technologies.
* Strong leadership skills and proven experience in managing large and dynamic teams in a high-pressure environment, coordinating across various agencies and departments.
* Solid knowledge base of current security legislation and licensing.
* Experience in crisis management, incident response coordination, emergency planning, and risk management.
