Position overview
The Developer – Water Sector plays an integral part in the Bureau's Water Markets Reform program, which aims to improve trust and transparency in water trading across the Murray–Darling Basin. A key responsibility of this program is to develop the digital platforms that facilitate the collection and sharing of national water information. The Developer – Water Sector will support the seamless transition of the Water Market Reforms program responsibilities and resources into the BAU operations of the Water Regulations and Standards section and to the Data and Digital Group (DDG).
The role will focus exclusively on the Bureau's water systems and requires an experienced developer with full stack proficiency and strong AWS cloud and applications experience to maintain system alignment with the evolving Water Act, Water Regulations and Water Market Data Standards. This is achieved through significant industry consultation, regular release cycles and industry wide regression testing. Given the critical role the systems play supporting the Bureau's regulatory functions and obligations, and as this position will represent the Bureau in external technical forums, an ability to understand the regulatory framework and the industry, together with operating to the highest standards of reliability, accuracy and professionalism will be required.
Role responsibilities
The responsibilities of the role include but are not limited to:
- Contribute to the detailed design and development of significant elements of new solutions, Web applications, Web services, APIs and databases, with clear documentation on the code produced.
- Form a key part of delivery teams to uplift legacy systems and develop integrated digital water solutions incorporating AWS cloud.
- Collaborate with DevOps and Test specialists to ensure CI/CD and Testing are performed according to the Bureau Application Excellence Framework (AEF) development standards and other applicable standards.
- Take responsibility for the performance, quality and testability of code produced.
- Collaborate with internal teams and external partners to understand and agree deliverables, provide status updates and conduct integrated testing.
- Provide support and ongoing maintenance of the suite of water applications.
- Communicate concepts and deliver showcases to technical and business stakeholders.
- Demonstrate commitment to APS Values, Employment Principles, Code of Conduct and the Bureau's Social Justice Strategy.
- Comply with Bureau work, health and safety policies and procedures, and take reasonable care for health and safety of yourself and others who may be affected by your conduct.
Qualifications
Mandatory
- A degree or diploma from an Australian educational institution, or a comparable overseas qualification appropriate to the duties; OR other comparable qualifications.
- Demonstrated experience developing AWS Cloud services for frontend development (e.g., Cognito, Amplify, AppSync) and deployment by AWS CDK.
- Proven expertise with:
- Front-end Languages and Frameworks (TypeScript, React, Drupal)
- Relational Database Management Systems (PostgreSQL or MSSQL)
- Testing (React Testing Library)
- Experience providing technical input to implement solutions based on architecture, design and business guidance.
- Experience with:
- Power Platform development (Power Apps, Power Automate, Power BI)
- Networking (firewalls, policies, access control and endpoint security)
- AWS Cloud services for frontend development (Cognito, Amplify, AppSync) and deployment by AWS CDK
- Professional experience in Commonwealth water agencies, state government water agencies, or other water sector organisations.
- Experience in real-time data processing techniques and message bus technologies.
- Experience with microservice architecture.
- Experience of DevOps and DevSecOps methodologies.
Merit pool
The selection process will establish a merit pool that may be used to fill similar positions within 18 months.
