POSITION PURPOSE/OBJECTIVE
To maintain and enhance the amenity of the community's public places through
enforcement of legislation, codes and policies, the development and promotion of
community awareness of responsible activities and the provision of professional and
technical advice to all Council's customers.
RELATIONSHIPS

Key Internal Relationships: Most sectors within the organisation including
Council's legal advisors.
Key External Relationships: Residents, tourists and business sector. State
Government agencies including NSW Police and
other emergency services personnel. Vets and
other animal management organisations.
KEY RESPONSIBILITIES
Education and compliance activities
In accordance with the delegations and the scope of works:
* Actively participate in surveillance programmes such as parking control; erosion
control, off-leash areas, etc.
* Monitor compliance against legislative requirements (including the management of
dangerous dogs).
* Investigate matters referred to the Council and take steps to address or remediate
those issues. This may be on a range of issues relating to animal management,
parking control, abandoned vehicles, dumping of rubbish, activities in public places,
erosion control, etc.
* Take enforcement action including the issue of notices / orders / directions and / or
penalty notices (fines) where required, according to all procedures and protocols.
* Implement actions aimed at proactively managing issues such as neighbourhood
noise, etc.
* Provide specialist advice as it relates to the activities carried out, and offences
committed.
* Liaise with other authorities, such as the NSW Police, in a professional and ethical
manner to achieve a co-ordinated approach on cross-over issues.
* Prepare reports, file notes etc., in support of actions and decisions taken in the
enforcement of relevant legislation, codes or policies.
* Implement the provisions of the Companion Animals Management Plan and Council's
enforcement policy / procedures.
* Maintain equipment, trailers and livestock pound facilities in a clean state and good
working order. Liaise with vets on animal health & wellbeing issues.
* Co-ordinate and monitor security activities during full meetings of the Council (as
required).
* Prepare evidence and represent Council in Court actions associated with the functions
of the Team. Brief Council's Legal Advisors/ Representatives where required and
within the limits of the delegations associated with the position.
* Participate in education opportunities and events.

Workplace Health & Safety
Ensure compliance with WHS obligations and responsibilities as outlined in Councils
policies and procedures and under the relevant WHS legislation. These include but are
not limited to: identifying potentially unsafe situations or work practices and notifying your
Supervisor or Manager (or the Health, Safety Manager/Area Safety Representative);
never performing a task that you believe is dangerous or for which you do not have the
experience, or have not received appropriate instructions and training or where the correct
equipment to carry out the task safely is not available; always work in a safe manner and
in accordance with safety instructions, where applicable; use the work equipment supplied
for the job, in accordance with the manufacturer's instructions), and any personal
protective equipment, which the Council deems necessary and has provided; be safety
aware and report any actions to your line manager which will assist the Council to meet
its legal workplace health and safety obligations.
You have the right to cease or direct cessation of unsafe work. In addition you are required
at all times to comply with Councils Asbestos Management Plan and Policy.
Compliance & Risk
You are responsible for ensuring that you conduct your risk management responsibilities
as described in Council's Enterprise Risk Management (ERM) Policy and Procedure (the
ERM Framework) with the goal of ensuring that potential issues are identified and reported
in a timely manner.
In undertaking your work should you identify contaminated land or potentially
contaminated land, including but not limited to asbestos contamination you are required
to notify your supervisor immediately.

The person communicates with a broad range of people primarily in an external setting.
Clear communication skills are required to explain and / or advise others.
JUDGEMENT & PROBLEM SOLVING
Skills to assess situations, determine processes, tools and solutions to problems.
Guidance is available. The person is required to have specialist knowledge of relevant
and related legislation to implement enforcement action necessary to achieve the
outcomes required by the community and Council.
AUTHORITY
Delegated to act as an authorised officer to undertake a wide range of tasks and duties
on behalf of Council in accordance with relevant legislation applicable to the functional
areas of responsibility for the position. The position provides specialised advice to resolve
tense community issues.
SKILL, EXPERIENCE, QUALIFICATIONS & BEHAVIOURAL COMPETENCIES
Qualifications
* Appropriate qualifications and/or demonstrated experience in animal management
and parking enforcement, such as Certificate 4 in local Government Law Enforcement
or equivalent.
* A current Class C drivers licence. Experience in towing large trailers and horse floats.

* Applied knowledge across a range of work related issues including understanding of
relevant contemporary legislation, statutes and codes

legislation, local policy and /or codes
