What does this Position do?
The Administration Officer, Waste & Resources is a key position providing comprehensive support to the Team Leader Administration, Waste & Resources who is responsible for supporting the administrative needs of the Environment and Infrastructure Division and administering Council's waste services.
While still supporting the administration of the division more broadly, this position's key deliverable is administration including compliance management of Council's waste and sustainability services (e.g. Waste, Landfill, Recycling, Treated Effluent contracts). It requires knowledge of the realm of sustainability services such as waste management, recycling etc., as well as exceptional organisational skills, discretion, and the ability to manage multiple tasks effectively. The position will play a crucial role in ensuring efficient communication, coordination, and execution of administrative duties within the department.
Key Objectives
Waste and Sustainability Services
(Waste, Landfill, Recycling, Green Organics, Treated Effluent and similar services)
* Administration
o Act as the central point of contact for day-to-day enquiries and service request resolution related to Council's waste and sustainability functions, ensuring prompt responses within specified timeframes and accurate documentation.
o Collaborate with the Manager Civil Assets & Operations, Coordinator Environment and Sustainability and others to:
+ Monitor and administer the waste and sustainability services contracts including Kerbside Collection, Waste Transfer Station operation, Waste and Recycling disposal, green waste disposal.
+ Assess and implement efficiencies in waste service delivery.
+ Conduct or coordinate waste audits and inspections for kerbside services, public bins, occupational health and safety, and site inspections.
+ Assist with external funding opportunities to support priority waste management programs, including acquittal processes.
+ Other tasks to assist with the management Waste and Sustainability projects.
o Contribute to the review and enhancement of Council's waste management and minimisation policies and programs.
* Regulatory and Compliance Reporting
o Maintain waste services databases, ensuring precise collection and recording of statistical data. Compile data and generate monthly, quarterly, and annual reports for Council.
o Prepare and furnish management with information on waste management activities and emerging waste and sustainability issues as required.
o Coordinate the collection and processing of recycled and reused materials from Council's transfer stations in alignment with Council's strategic waste plans and strategies.
o Ensure Council is meeting its regulatory compliance and reporting including management of landfills (operating and closed), as a Water Entity under the Water Industry Act 2012, and the National Water Quality Management Strategy.
General and Administration
* Coordinate and oversee:
o administrative tasks within the department, including but not limited to the processing of limited to Section 221 permits and similar permits under legislation and local by-law, 'Alteration of Public Road', ClearWeigh system statistics,
o handling incoming and outgoing correspondence, and
o maintaining Environment and Infrastructure records.
* Provide courteous, timely, and accurate guidance to the community regarding all inquiries.
* Serve as a backup to the Team Leader Administration, Waste & Resources during their absence, including as the Secretariat to the Marina Maintenance Committee and Section 41 Committees or other committees as required.
* Be an administrative resource to the Civil Assets and Operations, Grants and Projects, and Places and Presentation teams.
* Provide high-level administrative support to the General Manager, Environment & Infrastructure, including managing calendars, scheduling meetings, arranging travel, and preparing correspondence, billing/invoicing, and purchase orders.
* Prepare and distribute departmental reports, presentations, and documentation for meetings and presentations.
* Collaborate with and support other departments and stakeholders to facilitate cross-functional initiatives and projects as required.
* Manage and prioritise competing demands and deadlines, ensuring tasks are completed accurately and in a timely manner.
* Maintain confidentiality and handle sensitive information with discretion and professionalism.
* Stay abreast of relevant policies, procedures, and legislation affecting the department, providing advice and guidance as required.
* Report incidents, near miss, injuries, property damage, and identified hazards.
* Follow reasonable instructions on health and safety and injury management, and take all reasonably practicable care to protect their own safety and the health and safety of others.
* Actively participate in training and WHS programs as required.
* Any other responsibilities in line with the level of the position as assigned by the supervisor and/or the Council.
Essential Qualifications, Experience, Knowledge & Skills
* Proven experience in providing high-level administrative support, including supporting senior executives or managers.
* Good communication skills, both verbal and written, with the ability to interact effectively with diverse stakeholders, including the ability to explain policy to the public and/or others and reconciling different points of view.
* Strong organisational skills, with the ability to prioritise tasks and manage competing demands effectively.
* Proficiency in Microsoft Office Suite and other relevant software applications.
* Discretion and integrity in handling confidential information.
* Ability to adapt to changing priorities and work independently with minimal supervision.
* Drivers Licence Class C.
Desirable Qualifications, Experience, Knowledge & Skills
* Bachelor's Degree in Environmental Management, Business Administration, Public Administration, or related field.
* Proven experience administering waste and sustainability service contracts.
* Knowledge of local government processes, procedures, and regulations.
