ICT Project Manager

Clearance Must be able to obtain Baseline security clearanceA major Federal Government agency is seeking an experienced ICT Project Manager to lead the delivery of a strategically important uplift project: the implementation of a standardised and secure application development environment.This initiative will modernise and harden the Developer Workstation Solution (DWS) to meet Essential Eight Maturity Level Two, consolidating disparate developer environments into one centrally managed and cyber‑secure platform. You will lead the end‑to‑end program, including the migration of all developer teams into the approved standard operating environment.This role requires strong ownership, structured delivery capability, excellent communication skills, and a highly proactive approach to risk management and problem solving. You will work closely with a wide range of stakeholders across development, data, cyber security and operational teams.
Key Responsibilities
Lead stakeholder engagement activities, identifying required development tools and applications for inclusion in the new environmentEnsure the solution meets Essential Eight Maturity Level Two and aligns with relevant Information Security Manual (ISM) controlsMaintain awareness of cyber security risks related to developer environments and implement mitigation strategiesApply knowledge of modern development practices, tooling and software development lifecycles to support secure workflowsDevelop and maintain project artefacts, milestones, schedules and reporting to meet delivery deadlinesEstablish effective project governance, including status reporting, decision‑making pathways and escalation processesManage risks, issues and dependencies across ICT, cyber security and digital programsOversee transition‑to‑operations activities, embedding sustainment practices and ensuring ongoing compliance
Skills and Experience
5 plus years' experience delivering large or complex ICT programs or projectsStrong governance capability, including planning, budgeting, scheduling, reporting and dependency managementAbility to work across Agile, Waterfall and hybrid delivery methodologiesStrong stakeholder engagement skills, including technical and non‑technical consultation, communication and expectation managementExperience with Federal Government procurement processes and third‑party vendor managementProven ability to lead multidisciplinary teams, promote program vision and build collaborative cultureExperience preparing briefing materials and board/SES‑level documentationResilience and flexibility in fast‑moving environments with competing prioritiesKnowledge of Essential Eight, ISM and security maturity frameworks (highly regarded)Understanding of operating systems, application control, containerisation and vulnerability management in developer environmentsFamiliarity with secure development environments and modern software delivery practicesWell‑developed written and verbal communication skills
About the Team
You will join a team responsible for the agency's DevOps platforms, tooling and capability uplift. The team delivers secure, standardised development environments and oversees tools including Azure DevOps, SonarQube, JFrog and Nucleus. Their work supports scalable, secure and modern software delivery across the organisation, with a strong focus on cyber security, governance, vulnerability management and continuous improvement.
