Strategic policy leader - victoria police

About this role, we are looking for a strategic and results-driven leader to join our team.

You will be responsible for leading a high-performing team of policy specialists in a fast-paced and ever-changing environment.

Key responsibilities include overseeing high-impact policy and organisational reform projects, providing critical and strategic thought leadership on policing and community safety issues, and investing in networks and working relationships with stakeholders to achieve sound outcomes.

The Senior Manager will also provide leadership to the Police Portfolio Support and Coordination (PPSC) team, responding to correspondence addressed to the Minister for Police and providing briefings on matters such as crime statistics, ministerial events and parliamentary affairs.

* Developing and managing positive relationships with senior stakeholders including senior executives across the public service.
* Anticipating, responding to, and managing emerging issues and leading the provision of proactive, responsive, strategic, fit-for-purpose briefings on policy proposals, often with short turnaround times.
* Managing a diverse work portfolio that covers issues including Victoria Police finance, resourcing, capital works, mental health, entitlements, industrial powers and other emerging topics as required.


Requirements

* Demonstrate strong conceptual and analytical skills with a particular ability to develop strategic policy frameworks, devise plans and develop new initiatives that effectively address strategic, issues and operational requirements.
* Work autonomously and with limited direction, and be comfortable engaging with senior leaders and stakeholders, including the Executive Director – Police and Community Safety, and the Office of the Deputy Secretary – Police, Racing, Victims and Coordination.
* Analyse and understand financial information and provide strategic advice on budget and finance issues affecting Victoria Police.
* Drive a shared vision to achieve objectives and set a clear strategic direction that gains commitment from staff.
* Establish and maintain effective work teams, encouraging staff to take responsibility while supporting their career aspirations.
* Provide high-quality, timely and evidence-based strategic advice, even when faced with time pressures and limited information.
* Deliver strong management support and advice; and contribute to and build a strong team and business unit culture.


About You

We are seeking an experienced professional with a strong track record of delivering results in fast-paced environments, who possesses excellent communication and interpersonal skills, and is able to work collaboratively with stakeholders at all levels.

Suitable applicants will have extensive knowledge and experience in the development and implementation of policy related to policing and the justice system, and hold relevant tertiary qualifications in public policy, public administration or law.

A strong understanding of financial processes and procedures, including the State Budget process and Public Accounts and Estimates Committee, would be highly regarded.
