Rate Officer Job Description

The Rates Officer is a crucial role in ensuring the efficient processing of rating operations according to established work plans, Council's policies and appropriate legislation. The position involves providing high-quality customer service and advice to internal and external customers.

We are seeking dedicated professionals to join this dynamic organisation in various roles on initial 3-month contracts + possible extensions. If you thrive in a challenging environment and have a proven track record, we want to hear from you.

1. Job Responsibilities:
o Calculates, raises, and issues annual rate notices, final notices, interim notices, instalment notices, and reminder letters in accordance with the Local Government Act 1995.
o Administers the processing and reconciliation of pensioner/senior's rebate claims on a periodical basis.
o Processes Landgate revaluation schedules and maintains rolling reconciliation against the Valuer General's valuation for the district.
o Coodinates and reviews annually rate exempt statuses.
o Coodinates End of Year processing and New Financial Year processing to roll over the property database into the next financial year.
o Raises, collects, reports, and remits quarterly the FESA Emergency Services charges.
o Process and dispatch Underground power (UGP) Service Charge instalments and reminders.
o Reconciles rates and UGP subsidiary ledger to control accounts.
o Processes bank files for web, phone, and Bpay payments.
o Receipts Remittances Advices for payment of outstanding balances.
o Monitors financial accounts and completes monthly reconciliations.
o Processes changes of rate payer contact information.
o Updates waste service charges in line with customer requests and bin details.
o Updates the property database in line with Landgate parcel information.
o Processes Landgate valuation schedules and GRV updates.
o Maintains the rolling reconciliation for GRV valuations.
o Maintains rating item records.
o Maintains a list of outstanding rates, UGP balances, and general debtor balances, providing regular updates to stakeholders.
o Review payment arrangements for outstanding rate and UGP balances and provide regular updates on defaults to the Manager and Director.
o Assists with debt recovery proceedings and collection processes for outstanding rates and UGP balances.
o Maintains Council's property records to ensure that all land parcels and their relevant information including valuation are recorded and current.
o Keeps up-to-date information on legislation, standards, and practices relevant to the role.
o Coodinates property ownership transfers including provision of Electronic Advice of Sale (EAS) and Orders and Requisitions to requesting settlement agents.

Other Duties:
Perform any other relevant duties as directed by the Manager Finance and/or Director. Carry out other duties as requested by Management which may be reasonably expected within the scope of the classification level and skill base of the employee.
