About the PBO: The Parliamentary Budget Office (PBO) is a small department of the Parliament with around 45 staff. Our purpose is to inform the Parliament by providing independent and non-partisan analysis of the budget cycle, fiscal policy, and the financial implications of policy proposals. Our vision is to enrich Australia's democracy through independent and budget and fiscal analysis. About the team: The Business Services team is responsible for providing all the business support services to enable the PBO to function effectively and efficiently. This includes delivery of finance, human resources, governance, risk, audit, ICT, communications, information management and security, as well as overall office management and administration functions. The PBO's payroll and financial transaction services are outsourced to the Department of the Senate and ICT and physical security services are provided by the Department of Parliamentary Services. Overseeing these relationships is an aspect of this role. The team is one of 2 that sits within the Corporate Strategy Branch. The other team is responsible for external engagement, communications and performance reporting. Both teams report to the Chief Operating Officer. The position: The PBO is seeking a dynamic and motivated individual to fill the role of the Director - Business Services. The successful candidate will have the skills and experience to manage and lead a small team focused on delivering enabling business services to a small dynamic organisation. The successful candidate will have operational experience in administration, governance, human resources or finance related roles preferably at the Commonwealth Government level, and an ability to learn quickly, work collaboratively and manage ambiguity. The successful candidate will use their strong leadership, stakeholder engagement and communications skills to support and coach staff to deliver high quality outcomes across all functional areas, and leverage their ability to achieve results to do this within agreed time frames. As the Corporate Strategy Branch is a small team with responsibility for a broad range of functions, the successful candidate will be able to work flexibly and collaboratively with all staff and will have strong management, administration and organisational skills to support and deliver the PBO's corporate functions. This includes the management of outsourced services. The key duties of the position include Supporting the Chief Operating Officer to deliver priorities of the Branch in enabling the PBO to undertake its function/s and ensuring the effective and efficient management and administration of the PBO office leading, coordinating and delivering the agency's governance and compliance activity, including: preparation for Senate Estimates and coordinating responses to questions on notice. coordinating the agency's Audit and Risk Committee including the drafting of committee papers, briefs and correspondence. ensuring that risk is identified and managed effectively. coordinating internal and external audit activities. monitoring and reporting on compliance across agency activities in accordance with PBO policy and relevant legislation. ensuring that the agency's financial obligations are met including oversight of: the annual financial and Portfolio Budget Statements. the preparation and execution of the internal budget. the financial information input into the Department of Finance's budget system. the internal control environment is effective. overseeing strategic human resources activities including the development and implementation of workforce strategies and oversight of performance and case management, and recruitment. responsibility for the agency's corporate policies and procedures. supporting the agency's effective use of technology products and systems while promoting good information management practices. providing leadership and technical expertise to the Branch and supervising the work of the team. developing, managing, and maintaining effective working relationships with key internal and external stakeholders including managing the effective and efficient delivery of corporate services by outsourced providers. other duties as required.
