Manager Urban Strategy – Bayside City Council

W&Co Search is proud to partner with Bayside City Council in the recruitment of the Manager Urban Strategy.

Bayside City Council is a highly regarded inner metropolitan municipality recognised for its strong community identity, coastal character and commitment to creating liveable, sustainable and connected places. Servicing one of Melbourne's most established and evolving municipalities, Council plays a critical role in balancing growth, housing change, economic activation and long-term community outcomes within a complex urban environment.

As a community-focused organisation, Bayside City Council is undertaking an important organisational transformation designed to strengthen strategic alignment, integrated service delivery and long-term city shaping capability. This newly evolved leadership role reflects Council's commitment to bringing together strategic planning, economic development and property functions into a contemporary and highly influential urban strategy portfolio.

Reporting directly to the Director City Development, the Manager Urban Strategy is a key senior leadership role responsible for leading Council's strategic planning, property and economic development functions. Leading a multidisciplinary team across strategic planning, urban design, placemaking, economic development and property services, the role will play a central part in shaping how Council responds to growth, housing change, activity centre revitalisation and evolving community expectations.

The position will oversee a significant and highly visible program of strategic work including activity centre renewal initiatives across key high‐profile precincts. With approximately $16 million committed over four years toward streetscape, public realm and urban activation projects, the role will require project sponsorship capability together with highly developed stakeholder engagement and advocacy skills.

The successful candidate will be a strong people leader, bring strong strategic and organisational insight, together with the ability to navigate complex planning, political and community environments. You will be comfortable balancing long‐term strategic priorities with practical delivery considerations, while engaging effectively with Councillors, traders, developers, government agencies and community stakeholders. Credibility in strategic planning and city development conversations will be important, ideally supported by experience within strategic planning, urban strategy, economic development or a related environment.

This role will suit a leader who combines strategic thinking with a pragmatic and contemporary leadership style. You will be motivated by the opportunity to shape an evolving portfolio, strengthen integrated city planning outcomes and contribute to the future liveability and identity of one of Melbourne's most recognised bayside municipalities.

Applications should include a one‐page cover letter and a detailed resume outlining your relevant experience and alignment to the role. Applications will be reviewed as they are received and suitable candidates may be contacted throughout the search process. Early applications are encouraged.
