About the Role

This is a Part Time (0.5 FTE), Fixed Term role until mid-September 2026.

Reporting to the Manager- Standards, Training and Assurance unit, the responsibilities of the Program Manager include:

* Providing construction procurement policy and procedural advice, including maintaining procurement guidance material and engagement at Whole of Victorian Government level on procurement policy settings and requirements.
* Providing training and support for VSBA staff on procurement related matters
* Develop and maintain the standards and frameworks that guide project and program delivery, ensuring the VSBA meets its compliance requirements.
* Driving an environment of continuous improvement in both documentation and practices.

The successful candidate will have a high degree of autonomy and will be self-motivated and driven to produce results through collaboration.

All VSBA staff have a shared responsibility to meet the same service standards outlined in the VSBA Customer Service Charter. Our goal is to make every interaction with the VSBA a positive one for our customers, colleagues and key partners regardless of our individual role or team.

About the Department

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Victorian School Building Authority

The Victorian School Building Authority (VSBA) is part of the Department of Education. Established in 2016, it oversees Victoria's largest school building program since the state introduced free public education in the 1870s.

The VSBA upgrades and expands existing schools and plans, designs and builds new schools to meet enrolment demand. We also support schools to maintain their buildings and grounds by offering expert advice and coordinating maintenance programs and grants.

With Victoria recently introducing two years of funded kindergarten, the VSBA is also working with the early childhood sector on a massive kindergarten construction program.

About the Division

The Corporate Division provides corporate support to all VSBA teams and fulfills an important assurance and oversight role. It guides the VSBA to achieve our strategic objectives, our project and program management requirements, and ensures our decision-making is transparent and accountable through the provision of governance, assurance, risk management, systems support and performance reporting. The division also regularly reviews current market trends for accurate budgeting and obtaining value-for money tender outcomes and manages the VSBA's financial transactions, advice and reporting. The division also provides end-to-end communications for building projects, maintains the VSBA website, and supports campaigns and social media, ministerial event briefings and events.

Attributes

The ideal candidate will have a solid understanding of dashboard reporting, data analysis and management practices along with strong communication skills.

Desirable Qualifications and Experience

* Desirable : Bachelor's degree Business/Commerce studies
* Desirable : considerable/demonstrated experience similar role within government
* Desirable : Prior knowledge of construction procurement
