About the Department

The Department of Housing and Works delivers and maintains essential social housing and critical infrastructure across Western Australia—including schools, hospitals and police facilities. We manage tenancy services, support housing provision in remote Aboriginal communities, and oversee government employee accommodation. Through office accommodation solutions, State Fleet management, procurement, planning and asset policy, we empower other government agencies to deliver their best.

About the Role

Reporting to the Manager Property Maintenance, you will supervise and support a team of Property Services Officers responsible for managing responsive maintenance, vacant dwelling refurbishments, minor capital works and small projects. You will provide day‐to‐day leadership, monitor team performance and ensure maintenance and project outcomes are delivered safely, efficiently and to a high standard.

The role has a strong focus on:

* Leading, mentoring and developing staff.
* Reviewing and improving team performance and capability.
* Managing property maintenance and refurbishment projects.
* Supporting staff to apply project‐management principles and departmental processes.
* Monitoring contractor performance, quality and value for money.
* Ensuring works comply with policy, legislation, WHS and customer‐service expectations.
* Contributing to regional asset planning and maintenance strategies.

You will also play an important role in helping the team navigate complex maintenance issues, difficult customer matters, contractor performance concerns and competing operational priorities.

Responsibilities

* Lead a small team of Property Services Officers; create an environment of support, challenge and accountability.
* Mentor, coach and train staff to build technical capability and confidence.
* Provide clear direction, regular feedback and performance support.
* Guide staff to develop sound judgement in maintenance, project and customer‐service decisions.
* Build a positive, safe and inclusive team culture.
* Support new and developing staff through on‐the‐job training.
* Ensure your team has a strong understanding of departmental policies, systems and procedures.
* Oversee the delivery of vacant property refurbishments, re‐let works, minor capital works, reactive maintenance and contractor management.
* Develop scopes of work, estimate costs and prioritise works.
* Review project briefs, specifications and consultant recommendations.
* Conduct quality assurance inspections and defect management.
* Monitor budgets, timelines and project outcomes.
* Engage regularly with maintenance contractors, consultants, tenants and internal stakeholders.
* Work collaboratively with contractors to resolve issues and improve service delivery.
* Negotiate practical, cost‐effective outcomes.
* Represent the Department in meetings, forums and stakeholder discussions.
* Assist with responses to complex complaints, ministerial enquiries and management reporting.

What We Are Looking For

We seek a strong people leader with experience in property maintenance, building works, housing, facilities management or a similar environment. The ideal candidate will demonstrate:

* Experience leading and developing a customer‐focused team.
* Strong mentoring, coaching and training skills.
* Sound knowledge of residential property maintenance and refurbishment works.
* Experience managing small projects, scopes of work, budgets and contractor performance.
* The ability to analyse risk, cost and value when making decisions.
* Confidence dealing with competing priorities, difficult issues and complex stakeholders.
* Strong written communication skills, including the preparation of reports, briefs and recommendations.
* A practical, solutions‐focused approach with a commitment to continuous improvement.
