The Role
Australia is rapidly transforming its Defence Force into an integrated, focused force designed to address Australia's most significant strategic risks. The Operational Capability and Analysis (OCA) science & technology capability provides operational analysis support to inform Defence decisions for this transformation.
As the Senior Analytical Operations Researcher you will support the growth of OCA's capability in fit-for-purpose analytical techniques – mathematical models and simulations that can be used when time is short, data is sparse and computing power is limited. You will also lead analysis of Australian maritime warfare capability. Your analysis on topics such as system trade-off, operational effectiveness or presence will be used to inform Defence maritime capability decisions and current operations.
To be successful, you will work closely with diverse key partners and stakeholders across DSTG, Defence, allied nations, industry and academia to ensure that OCA's analytical modelling capability addresses current and emerging Defence priorities. You will also understand that the application of operations analysis to Defence problems requires the development of flexible and innovative approaches. You will lead analysis in the face of uncertainty of future operating environments and the inherent complexity of the dependencies between capabilities and effects.
International Traffic in Arms Regulation (ITAR) is the United States regulation that controls the manufacture, sale and distribution of defence and space-related articles and services.
The ITAR contains a list of "restricted" countries that are unable to access ITAR controlled information, and therefore we will need to know if an applicant holds dual citizenship to one of the restricted countries to ensure they meet the requirement to perform the role (and we do not breach any ITAR requirements).
The responsibilities of the role include, but are not limited to:
* Supporting the growth of OCA's capability in analytical modelling and simulation techniques to inform Defence decisions and optimise in-service capability.
* Leading teams to conduct operations analysis of maritime capability, which will cover topics such as systems trade-offs, operational presence and/or effectiveness.
About our Team
The Capability Analysis and Design (CAD) MSTC is within the Human and Decision Sciences Division of Defence Science and Technology Group. CAD's mission is to apply and advance Operations Research and Systemic Design methods to allow us to develop analysis based evidence in support of key Defence decisions. The analysis techniques we use include Operations Research; mathematical modelling and computer simulation; data analytics and statistical analysis; Systems Engineering; and experimentation / wargaming. Our work supports the ADF in understanding impact of decisions on the Enhanced Force-In-Being, Objective Integrated Force and Future Integrated Force.
Our Ideal Candidate
The ideal candidate will have:
* Deep knowledge and experience in operations analysis, particularly analytical modelling and simulation.
* Deep knowledge, experience and interest in the domain of maritime warfare.
* Demonstrated ability to lead and conduct complex operations analysis studies on systems trade-offs, operational presence and/or effectiveness, which includes planning, managing, conducting and reporting on study outcomes in a timely manner.
* Demonstrated ability to contribute to the development of analytical operations research and analysis capability, and a proactive approach to applying innovative analytical techniques.
* Strong interpersonal and liaison skills to manage both civilian, military and international stakeholder relationships. This includes negotiating study requirements, developing collaborative relationships and leading cross-site teams, when required.
* Excellent communications skills, with the ability and confidence to write-up and present analysis results to stakeholders in a logical, clear and influential manner.
