About the Victorian Early Childhood Regulatory Authority (VECRA). VECRA is the statutory authority regulating early childhood education and care (ECEC) services in Victoria. It focuses on safety, wellbeing and development of children through regulation, compliance, quality assessment and continuous improvement across the sector. About the Branch
Located across four VECRA regions and the central office, the Operations Branch manages and supports regional teams to deliver VECRA\'s core regulatory work. Regional teams comprise authorised officers, compliance officers and support staff who assess and rate National Quality Framework (NQF) services against the National Quality Standard (NQS), conduct inspections to monitor compliance with the National Law, Children\'s Services Act and Child Safe Standards, and investigate alleged non-compliances.
Role
Multiple opportunities are available for highly motivated individuals with strong attention to detail and a passion for meaningful work to support VECRA with the compliance and quality assessment of ECEC services. As an Authorised Officer, you will promote quality improvement and child safety by visiting centres and services to monitor compliance, undertake investigations and conduct assessment and rating visits in accordance with the National Law, Children\'s Services Act and Child Safe Standards. The role offers opportunities to promote quality improvement and support practice outcomes, with training and upskilling provided.
Responsibilities
* Support and undertake investigations following notifications of incidents or complaints; prepare evidence to determine actions based on the non-compliance
* Apply a full range of regulatory tools to promote continuous improvement
* Monitor and report on compliance with the NQF and the Child Safe Standards
* Undertake the assessment and rating process for approved education and care services against the NQS
* Manage systems and processes for collecting and reporting information related to service quality and regulatory issues
* Prepare detailed letters, briefings and reports on policy and operational issues
* Communicate legislative and regulatory requirements across licensed and approved ECEC services
* Implement quality assurance frameworks, systems and processes to meet regulatory requirements
This advertisement is for multiple ongoing VPS4 positions reporting to the Operations Manager. Authorised Officers may travel across the region and to metropolitan areas, with occasional planned overnight stays. Flexible start and finish times may be required to accommodate service visits. VECRA supports flexible work arrangements and a balance of offsite fieldwork and office work within a larger inclusive team. This role requires work from a VECRA office three days per week, usually the Dandenong or Moe offices. Applicants acknowledge these travel and office-based requirements in applying.
Qualifications and Experience
Desirable: Relevant qualifications in early childhood education, teaching, or other human welfare studies, behavioural studies or similar.
Essential: Successful applicants must hold a valid Victorian Working with Children Check and a Victorian driver\'s licence.
