Health Information Manager

Parkville Youth Mental Health and Wellbeing Service (PYMHWS) is a new, dedicated public youth mental health service and is the first of its kind in Australia. We are looking for a passionate and dedicated individual to join our team.

Fixed Term until November 2026 | Full-time 1.0 EFT | PYMHWS Parkville

Parkville Youth Mental Health and Wellbeing Service (PYMHWS) is Victoria's newest public mental health service dedicated to the care of young people aged 12 to 25 experiencing complex mental health challenges.

The Opportunity

The role of the Health Information Manager (HIM) is to provide specialised knowledge and advice in the governance of Health Information across Parkville Youth Mental Health and Wellbeing Service (PYMHWS). The position will provide leadership and undertake activities to ensure the organisation meets its requirements in the collection, use, evaluation, storage, reporting and management of information across PYMHWS.

The primary areas of responsibility will include supporting implementation of Activity Based Funding (ABF), improved data integrity for the collection, processing, reporting and monitoring of clinical information and service activity to support PYMHWS and ensure all reporting and compliance obligations are met.

About the Role

Reporting to the Health Information Services Manager, the role sits within the Health Information Services team, which is primarily responsible for the governance of health information across PYMHWS. The team plays a vital role in supporting the operational management of health information for clinical teams in community, inpatient, residential and several other specialist areas. The role will work with our multi‐disciplinary workforce of skilled and dynamic clinicians, and Lived and Living experience (LLE) young people and carer experts.

This role will standardise policies, processes and provide education to clinical and non‐clinical stakeholders on health information requirements across PYMHWS. The role is required to support and provide expert advice in projects to transition through change and new developments such as the mental health service transformation and reform.

What You'll Do

* Work in collaboration with stakeholders to develop efficiencies in data collection, integrity, compliance and reporting.
* Assist with making clinical information available within the parameters of legislation (such as Freedom of Information Act 1982, Health Records Act 2001 (Vic), the Mental Health and Wellbeing Act 2022).
* Promote and contribute to clinical and non‐clinical improvements in the EMR from a mental health perspective.
* Assist to develop and mentor non‐clinical staff in maintaining up-to-date knowledge in technology e.g. EMR, CMI, iPM and legislative changes impacting health information.
* Review and provide expert advice on Activity Based Funding (ABF) and NWAU in the mental health community, inpatient and residential settings.
* Provide education to clinical and non‐clinical staff to ensure up-to-date knowledge of legislation and standards which govern clinical information.
* Develop and deliver education and training packages for clinical and non‐clinical staff.

About You

The successful candidate will demonstrate leadership capabilities, exceptional organisational and communication skills, and a commitment to fostering a positive, accountable, and high‐performing team culture.

* Previous health information management experience in a mental health service or health service.
* Able to work collaboratively with various stakeholders across a health service, such as Health Information Managers, clinicians, lived experience workforce, IT, executive and administrative professionals.
* Experience in, or demonstrable understanding of, information systems and processes, including understanding the collection and reporting of health datasets to the State and Commonwealth, particularly those for mental health services.
* Experience in, or demonstrable understanding of, clinical classification of bed‐based episodes using ICD‐10‐AM; understanding of the Victorian Admitted Episodes Dataset (VAED).
* Understanding of the Mental Health & Wellbeing Act 2022, Health Records Act 2001 (Vic), FOI Act (Vic) and other legislation relating to health information management.
* Excellent written and verbal communication skills, with proven ability to communicate confidently in matters relating to Health Information to a wide range of stakeholders.
