About the Role
As the Manager Infrastructure Planning and Design, you will lead the strategic development and design engineering functions of Council, working collaboratively with internal stakeholders and external partners to ensure the planning, feasibility, and readiness of future capital works projects.
You will manage a talented and multidisciplinary team including Design and Development Engineers and Strategic Infrastructure Planners to deliver a strong pipeline of shovel-ready projects aligned with Council’s capital works plans and community goals.
This role plays a critical part in strategic planning, project readiness, technical leadership, and stakeholder engagement—ensuring Moira Shire’s infrastructure needs are addressed in a proactive and integrated manner.
Key Responsibilities
o Lead and coach a high-performing team across design and development engineering
o Strategically plan future infrastructure projects and prepare feasibility assessments
o Ensure delivery of concept and detailed designs that align with Council goals and industry standards
o Oversee project readiness to ensure timely delivery of capital works programs
o Lead community and stakeholder consultation processes
o Provide expert technical advice and ensure regulatory compliance
o Liaise with statutory authorities, developers, and government departments
o Prepare reports, funding submissions, and strategic planning documentatio
Key Selection Criteria
Essential:
o Tertiary qualifications in Civil Engineering
o Eligibility or current registration under the Engineers Registration Act 2019 (Civil)
o Proven experience in leading multidisciplinary infrastructure planning and design teams
o Strong track record in delivering community infrastructure projects
o Demonstrated stakeholder management, community consultation, and technical reporting expertise
o High-level understanding of infrastructure design standards (e.g. IDM, Austroads)
o Excellent communication, negotiation, and leadership skills
Desirable:
o Experience in Local Government
o Postgraduate qualifications in Engineering, Project Management or related fields
