We are leading a unique co‐management agreement that reflects a new way of working between Traditional Owners and industry, shaping how decision‐making, land stewardship and long‐term outcomes are delivered on Country.

About the Role

The Manager, Governance is an executive leadership role responsible for the integrity, design and performance of PKKP's organisational governance framework.

This role leads governance as an enterprise system across all PKKPAC teams, ensuring alignment between governance, operations, Native Title, finance, HR and membership structures.

This is a critical role focused on strengthening governance maturity, ensuring governance integrity, and embedding clear organisational accountability across PKKPAC as the organisation continues to grow in scale, complexity and impact.

Key Responsibilities

* Lead the design, implementation and continuous improvement of governance frameworks, systems and architecture across all PKKPAC entities
* Ensure governance systems support effective decision‐making, transparency, compliance and organisational accountability
* Lead development and management of governance‐related policies, procedures, registers and approval frameworks
* Oversee organisational compliance frameworks, including regulatory obligations (e.g. ORIC) and governance assurance systems
* Lead enterprise risk governance, including maintenance of the corporate risk register and reporting to Board and Finance & Risk Committee
* Ensure strong alignment between organisational governance frameworks, Board governance requirements and committee structures
* Oversee governance of membership frameworks, registers and member rights in line with the Rule Book and CATSI Act
* Provide governance oversight across trustee arrangements, agreements and external governance interfaces, including management of governance registers and compliance requirements
* Lead governance capability building across PKKPAC, including governance education, training and development of future PKKP governance leaders
* Oversee information governance, ensuring integrity, security and compliance of governance records, registers and organisational data in line with Indigenous Data Sovereignty principles
* Contribute as an active member of the PKKP team, supporting whole‐of‐organisation strategy, alignment and performance

About You

You are an experienced governance leader who understands how strong governance systems operate as an integrated enterprise framework, enabling effective decision‐making, accountability and organisational performance.

You are ambitious, outcomes‐focused and comfortable operating in a fast‐moving environment where expectations are high and the work matters. You take ownership, bring clarity to complexity and are motivated by building systems that enable real outcomes for community.

You bring experience operating at an executive level, with the ability to design, implement and lead governance systems across complex organisations, while working collaboratively across functions including Native Title, operations, finance and corporate services.

You are calm, credible and values‐led, with the ability to work respectfully within a culturally grounded governance context and support strong governance outcomes for members and community.

Essential

* Extensive experience in governance, legal, compliance or corporate governance leadership roles
* Proven experience designing and implementing governance frameworks at organisational or enterprise level
* Strong understanding of regulatory and governance environments, ideally within purpose‐led or Aboriginal organisations
* Demonstrated experience working with Boards and Committees
* High‐level capability in governance systems, policy development, compliance, risk and assurance

Desirable

* Legal qualifications (LLB or equivalent)
* Experience with trustee structures, trust administration or agreement governance
* Experience with CATSI Act and Aboriginal organisation governance environment
