Department:Corporate & Community ServicesClassification: Level 3 - 4Salary Range: $80,025 - $88,585Award:South Australian Municipal Salaried Officers Award Copper Coast Council Enterprise Agreement (SAMSOA) Role Purpose and Objectives The Accountant will be responsible to the Manager Financial Services for the preparation, control and monitoring of Council's financial reporting obligations, internal control monitoring and compliance activities, including, but not limited to, Fringe Benefits Tax (FBT) and the preparation of financial statements and reports. Key Selection Criteria Qualifications and experienceA degree or nearing completion of a degree with an accounting major enabling entitlement to membership of a relevant professional body.Excellent communication, presentation, negotiation and liaison skills.Demonstrated experience in a similar role with a particular emphasis on preparation of annual financial statements, internal controls review, asset accounting and FBT compliance.A clear knowledge of and the ability to apply accounting concepts, Australian Accounting Standards and legislation to achieve desired outcomes and results.Sound knowledge of accounting theory, methods and procedures.Working knowledge of Australian Accounting Standards and Accounting Regulations.Prior experience in local government.An understanding of internal control principles and practices.High level of numeracy attention to detail with well-developed analytical and problem-solving skills.Have a good understanding of the development of budgets and the critical elements of a budget.Have a good understanding of the preparation of end of year financial statements and the critical elements.Ability to maintain discretion in all dealings with confidential issues.Sound knowledge of Work Health & Safety Legislation and the Local Government Act 1999. Licenses & mandatory requirements Current South Australian Driver's LicensePermanent residency or current approved Australian visa Organisational Relationships Reports to:Manager Financial ServicesInternal Liaisons: All Council StaffExternal Liaisons:Ratepayers, residents and the general public Key Responsibilities and Functions Deal promptly, empathetically and efficiently with customers to meet their needs, adhering to the Customer Service Charter.Coordinate and prepare annual statutory financial statements associated returns and schedules within timeframes and in accordance with relevant Australian Accounting Standards, legislation and Model Financial Statements.Liaise with auditors as required.Responsible for the development and review of internal controls, including internal audit, to provide protection for the Council and to ensure reliable financial reporting.Coordinate and prepare Grants Commission, Australian Bureau of Statistics returns, ESCOSA, TPAR and other returns as directed.Prepare and lodge annually in a timely and accurate manner Council's Fringe Benefits Tax Returns, ensuring that Councils accounting records comply with all statutory requirements and tax paid is minimised within the legislative framework.Prepare various grant acquittals as directed.Assist with the preparation of accounting policies and guidelines to formalise processes within Council, and act as a reference point for general enquiries of an accounting nature from both staff and the general public.Assist with the maintenance of all registers as required pursuant to the Local Government Accounting Regulations.Work closely with the Manager Financial Services in regard to assisting with the preparation of the annual budget and business plan, long term financial plan and other corporate documents where necessary.Responsible for the accuracy of Council's asset register to capture periodical movements to ensure compliance with the relevant accounting standards and provide an accurate basis for asset maintenance and replacement programs and long-term financial planning including revaluations.Maintain Council's Debenture Loan Register and assist with the preparation of debenture loan applications to Local Government Finance Authority of SA and other financial institutions.Assist in the monthly budget reporting process including the analytical review of budget variances.Ensure that Council's Accounting Records are accurately maintained and comply with all statutory requirements pertaining to financial accountability including, but not limited to:Australian Accounting StandardsThe Local Government Act 1999Local Government (Financial Management) Regulations 2011Australian Taxation Legislation HOW TO APPLY Applications must clearly state the position being applied for and addressed to the People & Culture Officer, Copper Coast Council, PO Box 396, KADINA SA 5554If hand delivered, they should be marked 'Private and Confidential' and addressed to People & Culture Officer and delivered to the Customer Service Counter at 51 Taylor Street, KADINA SA 5554Applications can also be lodged via email to Note the applicants should address the key selection criteria in their application
