Primary objective
Provide strategic budget advice and detailed analysis, including monthly financial expenditure reports to the Executive
management and program managers to facilitate the decision-making process. Ensure key program financial guidelines are adhered
to ensure that national financial reporting is accurately completed to deliver sound governance and financial management. Provide
support and advice regarding recruitment / merit selection actions.
Context statement
The Finance Branch comprises two sections: Budget Management and Accounting and Taxation. It provides client support services
to the agency in the areas of budget management, financial management and reporting, tax management and travel.
Key duties and responsibilities
1. Provide strategic and comprehensive advice, analysis and reports on externally funded programs and recommend
appropriate remedial action when necessary.
2. Maintain ongoing evaluation of funding agreements; recommend changes to procedures where required and actively work
with the Program Manager to implement or change processes to achieve optimal outcomes.
1. Prepare a range of reports e.g., on externally funded programs, natural disaster events.
2. Liaise with the departmental functional units in the preparation of annual forward estimates, prepare cash flows to monitor
expenditure and explain variations to stakeholders.
5. Liaise with relevant parties to ensure the Chart of Accounts accurately reflects the structure and needs of NTPOL.
6. Provide advice and support to various corporate managers, executives and staff to coordinate delivery of business services.
7. Contribute information required in the preparation of a range of high-level documents.
Selection criteria
Essential
1. Proven ability in providing specialist advice and direction to a range of stakeholders within minimal supervision.
2. Proven experience working in financial services and providing business support services relevant to the primary objective
and key duties of the role.
1. Well-developed knowledge of and experience in accrual accounting, financial management practices, ensuring governance
and legislative / regulatory compliance and financial reporting using a range of contemporary finance / business systems.
1. Well-developed communication and interpersonal skills with the ability to negotiate / interact with influence with a diverse
range of stakeholders including at the executive level.
Desirable
1. Tertiary qualifications in a relevant discipline e.g., accounting, finance, or business.
2. Experience working in a para-military organisation.
