Develop legislation and policy in the police portfolio, and provide critical analysis and input to Cabinet processes and major Department of Justice and Community Safety reforms Great opportunity - 12 months fixed term role VPS4 salary: $100,894 to $114,476 plus superannuation About Us: The Department of Justice and Community Safety (DJCS) Police Policy and Crime Prevention (PPCP) business unit is responsible for coordinating, developing, implementing and reviewing police and crime prevention related policy, legislation and programs in accordance with the Government's priorities. PPCP acts as a connector across the justice system and government more broadly, working closely with other DJCS business units, other departments, and Victoria Police, to provide strategic and technical advice on initiatives and reforms that relate to the police and crime prevention portfolios. Within PPCP, the Legislation and Governance (L&G) team leads policy and legislation development in relation to the governance and regulation of Victoria Police and wider justice system reforms that intersect with the police portfolio. The team performs a significant role in the development, implementation and review of a broad range of other policy and legislative matters that intersect with police governance, powers, operations, integrity and misconduct/discipline. The team also provides secretariat and project support for, and policy advice in relation to, police-related government commitments resulting from royal commissions and inquiries. About the Role: The Policy Officer provides critical analysis and input into projects, policy initiatives and DJCS reforms from a policing and community safety perspective. This role performs a range of coordination functions and supports the development, implementation and review of police-related policy in accordance with Government's priorities. This role requires sound communication and interpersonal skills in order to liaise across DJCS and with stakeholders, and the ability to manage competing priorities with limited supervision. Some of your duties may include to: Assist in delivery of legislative, regulatory and policy reforms. This may require: consultation with internal and external stakeholders; developing and evaluating reform options; developing policy proposals, drafting instructions and legislative bids; negotiating and managing processes (Regulatory Impact Statements, Cabinet, Bills Committee, etc.); instructing Parliamentary Counsel and briefing the Minister. Undertake research, investigatory and analytical work and prepare accurate, concise, timely and relevant written communications including briefings, correspondence, submissions and reports for a range of audiences including the Minister and Departmental Executives. Provide appropriate advice to the Minister and Departmental Executives on a range of policy and legislation matters relating to community safety and policing in the delivery of the Government's key commitments. Work in a multi-disciplinary team to support delivery for the branch, fostering an environment of continuous improvement and cultural change. Initiate, build and maintain effective working relationships with stakeholders including other state government agencies and other jurisdictions, to facilitate effective, policy development and delivery. Contribute effectively to building and maintaining a constructive culture within the branch, including through demonstrating self-management and initiative, a proactive approach to identifying and resolving issues, and the ability to work effectively with limited supervision. This is a fixed-term position to backfill parental leave. About You: As our ideal candidate you will have: Research capabilities with the ability to assist with the formulation of policy options and advice; Conceptual and analytical skills with a particular ability to analyse complex policy and legal issues, interpret legislation and provide accurate and strategic advice; Legal policy experience and knowledge of how legislation is developed and of Cabinet and Parliamentary processes, and/or experience in legal practice; Stakeholder management skills to negotiate desired outcomes; Ability to prepare well-written, timely, concise, accurate and audience-appropriate materials including briefings, reports, communications material and correspondence.
