The Principal Procurement and Contract Officer will provide leadership and manage a cross-functional team in the delivery of procurement and contract related activities. They will be responsible for negotiating and implementing service investment and contract management arrangements with a diverse range of suppliers to meet the needs of vulnerable individuals, families and communities.
They will work to develop and deliver sustainable and scalable procurement and contract management operations as per the Queensland Government’s Emergency Procurement Procedure and Contract Management Framework, legislation, policies/procedures and financial guidelines of the Commonwealth Disaster Recovery Funding Arrangements (DRFA).
The role will assist the Manager Business Services and work as part of the Business Services team to provide procurement and contract management support.
As a Principal Procurement And Contract Officer, You Will
- Provide timely, high-quality advice, coordination and delivery of procurement and contract management services for the division.
- Develop, implement and maintain processes and systems to support effective end-to-end procurement and contract management activities and compliance with Queensland Government and/or departmental legislation, policies and procedures.
- Negotiate and maintain effective and respectful working relationships with departmental staff, other government agencies and a diverse range of providers on human and social recovery service support/ delivery issues.
- Utilise tools and systems to analyse and interpret a wide variety of provider/performance related information to drive improved outcomes and process improvements.
- Lead and/ or coordinate the preparation of a range of written materials that support advice to government, including correspondence, briefing material, and information papers concerned with the initiatives delivered by the work area.
- Undertake, implement and/or coordinate associated projects to address the needs of vulnerable clients from a range of diverse backgrounds.
- Provide training, support and supervision to procurement and contract staff on associated processes and systems.
- Ensure human resources are effectively managed and decisions concerning these resources are made in line with departmental policies, procedures and delegations.
- Contribute to a professional environment through personal commitment to, ethical behaviour, staff wellbeing, skills development, professional growth and continuous improvement.
- As a member of the team, undertake tasks allocated by the Manager Business Services in a constantly changing work environment to support innovation and productive delivery.
- Professionally represent the department at forums and meetings as required.
