Overview

Suburban Connect is a consortium of global leaders in tunnelling including CPB Contractors, Ghella and Acciona Construction delivering the Tunnels South package on Suburban Rail Loop (SRL) East, on behalf of Suburban Rail Loop Authority (SRLA).

We have a broad range of roles available to build our diverse and inclusive workforce, including construction and engineering, planning and environmental management, corporate support, administration, communications and many others.

SRL East from Cheltenham to Box Hill is now under construction, with tunnelling to start in 2026 and trains to be running by 2035. Suburban Connect is constructing the 16 kms of tunnels between Cheltenham and Glen Waverley using 4 tunnel boring machines and a range of excavation methods. The works also include 55 cross passages, 2 tunnel portal structures, 2 station box excavations and associated supports.

Primary purpose of the position

The As‐Built Manager is responsible for planning, coordinating and managing the end‐to‐end as‐built process for the project, ensuring that all drawings, models, asset data and associated documentation accurately reflect the constructed works. The role ensures compliance with project requirements, client Asset Information Requirements (AIR), Victorian standards (NTS), and internal procedures, while providing clear governance, tracking and reporting on as‐built progress.

The key responsibilities of the role include

* Lead the as‐built process: initiate redline mark‐ups, arrange drafting of as‐built documentation in accordance with redline mark‐ups and as‐built survey data, monitor and track as‐built progress, establish progress tracking mechanisms and report on as‐built status.
* Cross‐functional coordination: coordinate with Engineering, Digital Engineering, Survey, and Construction teams to ensure documentation accurately reflects constructed works.
* Document management system (DMS) management: oversee DMS processes for all as‐built documentation, manage DMS booking in/out, obtain DMS numbers, submit documents through formal workflows, distribute DMS comments to relevant teams and ensure timely close‐out, and ensure final approved as‐built documents are correctly registered, version‐controlled, and archived in both the DMS and ProjectWise.
* As‐built drafting and digital model updates: coordinate the drafting of as‐built documents and ensure the digital model is updated in collaboration with Drafting and Digital Engineering teams.
* Stakeholder review and comment resolution: coordinate with the return asset owner to confirm and align all as‐built and handover requirements, including documentation, models, asset data, and records; coordinate with the client to confirm as‐built information requirements, approval processes, and handover deliverable formats; ensure as‐built outputs (drawings, models, asset data, GIS, surveys) are packaged and delivered in accordance with client and return asset owner requirements; review stakeholder comments and assign actions to relevant teams for resolution.
* Capability development: mentor junior as‐built resources and uplift spatial capability across the organisation.
* Innovation and continuous improvement: identify opportunities to incorporate innovation into as‐built processes, tools, and reporting, coordinate requests with the Innovation team, foster a culture of innovation within the as‐built function, and identify and implement improvements to as‐built processes, tools, and reporting; provide guidance and training to project staff as required.

Qualifications

Tertiary qualification in Engineering, Construction Management, Architecture, Surveying, or related discipline (preferred).

* Additional intensive knowledge in NTS requirement, DMS submission.

Experience

* Proven experience in managing as‐built documentation and information on major infrastructure or building projects.
* Experience with NTS Drafting standards and DMS workflows.
* Demonstrated experience working with redline mark‐ups, drawing production and multi‐disciplinary coordination.
* Prior involvement in large‐scale rail or transport projects (e.g. SRLA or similar) is an advantage.
* Experience managing as‐built documentation on major construction or infrastructure projects in Victoria, Australia.
* Experience with asset information management in Victoria, Australia.

Skills

* Strong understanding of as‐built requirements.
* Proficiency in relevant software tools (AutoCAD, MicroStation).
* Excellent organisation, tracking and reporting skills.
* Strong communication and stakeholder management skills, with the ability to coordinate multiple teams and disciplines.
* High attention to detail and commitment to data integrity and quality.
* Ability to work in team environments.
