The ACIC is seeking to fill a number of current and anticipated Executive Level 1 Intelligence Analyst roles across the ACIC's Intelligence Group, with the opportunities available reflecting the ACIC's national footprint across Australia.
As an Executive Level 1 (EL1) Intelligence Analyst (Assistant Director/Senior Intelligence Analyst), you will guide and lead analytical effort to produce criminal intelligence which supports national responses to serious and organised crime (SOC). As a leader in intelligence analysis, you will contribute to and set priorities and intelligence requirements to uncover and assess threats, identifying patterns, inform operational activity and influence strategic decision-making.
These opportunities are available/anticipated across the fields of criminal intelligence as described below. As part of the ACIC's candidate assessment for these opportunities, candidates may be invited to express their preference for roles aligned with these fields, noting that the ACIC's priorities will remain the primary factor in determining placement of successful candidates.
* Tactical Intelligence : Immediate, short-term intelligence, providing actionable information for high-impact operations, drawing on expert knowledge and close proximity to the ACIC's targets. It is used by intelligence collection teams to guide real-time decisions in areas such as operational awareness and enablement of various taskings. It is typically produced in compressed timeframes and often supports tactical decisions for preventative, disruptive action.
* Operational Intelligence : Near-term intelligence, typically focused on specific operations and strategies. Operational intelligence supports tactical planners and operators in preparing for and effecting specific operations and activities. It identifies targeting opportunities and convergences across criminal entities and crime types. Operational intelligence also informs strategic intelligence by identifying and understanding criminal trends.
* Strategic Intelligence : Long-term trends, such as geopolitical developments, potential or emerging threats, and future intents and capabilities of adversaries. It includes the collection, analysis and dissemination of intelligence to influence and inform the highest levels of decision-making. It enables decision-makers to understand trends that present threats or opportunities, and enriches the understanding of the operational environment by providing a contextual framework.
Role responsibilities
* Lead teams and influence cohorts to develop high-quality intelligence products and advice which informs and advances the objectives of the ACIC and its partners.
* Maintain and leverage an awareness of strategic drivers to identify new and emerging threats, drawing on national and international perspectives to counter serious and organised crime and globally-significant criminal activity.
* Collaborates to inform the ACIC's analytical, collection and production activities in response to national intelligence priorities.
* As a senior practitioner, lead advanced intelligence analytical methodologies, including the use of information technology, to drive criminal intelligence analysis and assess complex threats.
* Promote and support inter-disciplinary and inter-agency liaison to maintain productive networks to achieve information sharing, partnerships and common understanding.
* Apply in-depth knowledge and understanding of relevant statutory, regulatory and policy frameworks for intelligence within a law enforcement environment.
* Role model a collegiate approach within the team that promotes a culture of flexibility and constant improvement, including the coaching and mentoring of junior staff.
* Successful candidates for Assistant Director roles will draw on their experience and credentials in intelligence analysis, and deploy their ability to lead and manage teams in driving analytical effort in support of the ACIC's criminal intelligence priorities.
Senior Intelligence Analyst roles
* Successful candidates for Senior Intelligence Analyst roles will draw on their credentials in intelligence analysis, combined with thematic expertise to lead complex criminal intelligence and outcomes.
Your Skills and Capabilities
We invite applications from people with the following experience, skills and attributes:
* Demonstrated ability in leading teams and influencing cohorts to achieve long-lasting impact and wide-ranging benefit.
* Relevant tertiary qualifications and/or ability to rapidly develop thematic knowledge of serious and organised crime and the factors that drive and influence crime.
* Experience in sensitive, strategic and/or operational intelligence environments, particularly within the context of Law Enforcement, the National Intelligence Community, Defence or aligned private sectors.
* Ability to track strategic drivers and shape strategic thinking which guides subsequent priorities and activities.
* Excellent oral and written communication skills, including the ability to effectively communicate complex concepts in a clear and accessible manner to internal and external stakeholders.
* Demonstrated ability to apply relevant statutory, regulatory and policy frameworks in support of complex objectives.
Essential Qualifications
In addition to the Eligibility Criteria listed below, successful candidates will also be required to satisfy the following elements;
* Upon commencement, complete the ACIC's Criminal Intelligence Development Program Level 1 and level 2.
* Citizenship – To be eligible for employment with the ACIC, applicants must be an Australian citizen.
* Security Clearance - The Australian community expects ACIC employees to maintain the highest levels of security and integrity. Successful applicants will be required to obtain and maintain a minimum Negative Vetting 1 security clearance.
* Pre-Employment Screening – All candidates must satisfy an Organisational Suitability Assessment (OSA) prior to being offered employment at the ACIC
