**About the Opportunity**
A unique opportunity for an experienced Procurement Manager to work with ASC. The purpose of this position is to develop and execute procurement strategies, sourcing and contract management activities for ASC's Submarine Program, with a key focus on supporting ASC operations in its WA based maintenance activities.
The Procurement Manager is accountable and responsible for the delivery of procurement initiatives for WA maintenance activities and for the delivery of the strategic sourcing outcomes within ASC's Submarine projects. This includes relationship management, mentoring and leadership to develop a highly productive and efficient delivery of contract management services to achieve procurement objectives for ASC's overall Submarine Programs.
**Responsibilities**
This role is undertaken in a complex environment where customer service, risk management and obtaining value-for-money outcomes are paramount. Solid relationship management through coordination and liaison is required with internal and external stakeholders to ensure the procurement process is understood, applied into day-to-day operations and in accordance with current best practice and ASCs corporate governance framework and in support of the Program deliverables.
Responsibilities include:
1. Plan, implement and manage Procurement, sourcing plans and other sourcing activities.
2. Negotiate and manage WA focused contracts.
3. Build and manage strong internal and external relationships.
4. Develop supplier relationship arrangements that benefit the Submarine Program and Industry.
5. Manage procurement risk including security of supply.
6. Manage, mentor and develop Supply Chain personnel.
**About you**
1. Proven ability to effectively establish and manage high value and/or high risk contracts preferably in a heavy industry, mining or marine environment.
2. Possesses a good understanding of contract law, procurement, insurance and risk management.
3. Possesses a strong understanding of how procurement is aligned to the organisation's business strategy.
4. Able to demonstrate a strong understanding of cost structures, contract terms and conditions, contract structures and profit drivers.
5. Relates well to all kinds of people; above, below, inside and outside the organisation.
6. Displays sound judgement and makes correct policy decisions.
7. Excellent communication and listening skills.
8. Strategic mindset and problem-solving skills.
9. Results orientation.
10. Drive and "can do" attitude.
**Desirable competencies and experiences**
1. Tertiary qualification in commerce, law, supply chain or related.
2. Previous experience in contract establishment and management.
3. Able to communicate vision and purpose of procurement.
4. Leads innovation in procurement.
5. Able to direct and manage senior personnel (internal and external) effectively.
6. Supports senior management in developing overall procurement strategy and procurement objectives, monitoring plans and objectives to track results.
7. Minimum of 10 years demonstrated experience in a relevant Supply Chain role in a relevant industry.
8 Possesses highly-developed applied project management skills to manage procurement projects to agreed timelines and budget restraints.
9. Has knowledge of procurement tools such as e-tendering and contract management systems.
