Description DIRECTORATE: Business, Growth & Community CLASSIFICATION: Grade H SALARY: $94,780 to $109,944 pa 11.5% employer contribution to superannuation REPORTING TO: Team Leader Governance & Executive Support EMPLOYMENT TYPE: Permanent Full Time THE POSITION: The role will be responsible for undertaking a variety of governance related projects to integrate AlburyCity's Good Governance Framework within the operations of the organisation. As well as coordinating and administering the Government Information (Public Access) Act 2009 (GIPA) framework and associated customer requests. Responsibilities KEY RESPONSIBILITIES: Develop and implement a variety of governance policies and projects as part of AlburyCity's Good Governance and Public Information Frameworks, including maintaining and ensure the ongoing development of an appropriate framework linking Council's statutory requirements and corporate policies and procedures to ensure accountability and transparency, legislative compliance and alignment with strategic direction. Assist with research, developing policy recommendations and responding to internal enquiries regarding various legislative requirements. Manage requests (formal and informal) for access to information under the Government Information (Public Access) Act 2009 (NSW) (GIPA Act), the Privacy and Personal Information Protection Act 1998 (NSW) (PPIP Act) and the Health Records and Information Privacy Act 2002 (NSW) (HRIP Act). Ensure compliance by AlburyCity with its obligations under the GIPA Act, the PPIP Act and the HRIP Act, including facilitating AlburyCity's reporting requirements. Educate and assist staff and management in meeting the intent and obligations of the GIPA Act. Act as a liaison with the NSW Ombudsman, the Information and Privacy Commissioner NSW and other government departments. Assist with a variety of projects across the Governance and Executive Support Team. Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training. Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS. Qualifications KEY RELATIONSHIPS: Internal Our People External Our Community Government Departments & Agencies Business & Community Organisations EMPLOYMENT CONDITIONS: Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines. This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor. This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely. This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, including manual handling tasks as part of a normal working environment. A medical declaration will be required to be completed prior to commencement. This position requires the employee to lodge an annual Pecuniary Interest Return. This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act. This position requires evidence of a current Australian National Police Check. This position is subject to alcohol and other drug testing. This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required. ESSENTIAL CRITERIA: Tertiary qualifications in Business, Law or related discipline or extensive relevant work experience EXPERIENCE: Demonstrated experience in interpreting and applying legislative requirements, or knowledge of the legislative framework for dealing with access to information requests Experience in working in a public sector environment would be desirable SPECIALIST KNOWLEDGE AND SKILLS: High level of computer literacy in the use of a variety of software including, including MS-Outlook, MS-Word, MS-Excel and electronic document management systems Demonstrated ability to develop policy and administration systems Strong investigative skills High level written communication skills
