The East Kimberley is a stunning and sparsely populated area in the northeast corner of Western Australia and is known as one of the world's last wilderness frontiers. The Opportunity
We are looking for a qualified Manager Procurement to join our Corporate Services Team in Kununurra to lead and develop SWEK's procurement function, ensuring strategic procurement, robust contract management, governance, probity, and risk management. The role directly supports timely, cost-effective delivery of projects, services and infrastructure, aligned with the Shire's Strategic Community Plan and Corporate Business Plan.
Your Responsibilities Will Include
* Leading the Procurement and Contracts Team, setting clear direction and high-performance culture
* Providing advice and training on procurement strategy, processes, requirements, and contract management to Council, the Executive Management Team, Directors, Managers, and Officers
* Representing the Shire at relevant procurement forums, regional collaborations and professional networks
* Overseeing the full procurement lifecycle and ensuring compliance with the Local Government Act 1995 (WA), State Records Act 2000, relevant Regulations, and Council policy.
* Managing and overseeing major tenders, complex sourcing strategies, high-risk/high-value projects and business-as-usual procurement
* Working closely with the Workplace Health and Safety Team to ensure safety compliance requirements are met
* Identifying and mitigating procurement and contract management risks
* Leading responses to non-compliance, contract disputes and variations, including managing escalation and resolution pathways
* Working proactively with business units to understand procurement needs and developing annual and future procurement plans
* Building constructive relationships and promoting engagement with local suppliers including Aboriginal-owned businesses, other suppliers, contractors and key industry stakeholders
* Preparing and presenting Council agenda items, Audit and Risk Committee reports, tender award recommendations, compliance briefings, and other reports to the Executive Management Team, Council, committees and funding bodies as required
* Developing and maintaining procurement and contract reporting systems
Tertiary qualifications in Procurement or Business, Law or equivalent experience and professional membership or certification are essential for this role.
You will also need significant experience leading strategic procurement and contract management in government and commercial environments, sound knowledge of the Local Government Act 1995 (WA), high-level leadership and people management with proven success in implementing procurement and contract governance frameworks.
