Remuneration: StreamA, Level 6 -7: $120,403.21 - $137,273.20 inclusive of superannuation and allowances - 5% increase as of July 2026.

Central Highlands Regional Council is seeking an experienced Senior Compliance Officer to join our Emerald team. Working closely with the Coordinator Development & Planning, you'll lead investigations, assessments, inspections, and compliance activities while building your expertise across a diverse range of matters. This is an excellent opportunity to expand your skills, take on greater responsibility, and make a meaningful impact within a supportive local government environment.

To be considered for this opportunity, you will need to possess:

Level 6 Mandatory
* Demonstrated experience in the enforcement of the provisions of the planning scheme, and relevant planning, plumbing and building legislation.
* Significant experience in the coordination and investigation of compliance matters on behalf of a local government.
* Demonstrated experience in the preparation of documentation, and capacity to act as a witness as necessary for enforcement action in the relevant courts.
* Demonstrated experience in the preparation of reports and work logs, including documentation that may be required for legal proceedings.
* Demonstrated experience to conduct investigations and inspections as required.
* High-level experience in the development, implementation, review and monitoring of policies, practices and guidelines to achieve corporate goals.
* Experience with the identification, preparation, implementation and monitoring of unit goals and objectives and developing strategies to ensure goals and objectives are achieved.
* Management of service delivery to ensure a customer service-focused culture that is committed to Council's values and priorities.
* Demonstrated, high-level time management capabilities whilst handling multiple competing priorities that are sensitive in nature.
Desirable
* 3-5 years' experience in a similar compliance role with preference for a local government compliance role.
Level 7 (in addition to the requirements identified above for a level 6)
* Extensive experience in the enforcement of the provisions of the planning scheme, relevant planning, plumbing and building legislation and understanding of council's policies and procedures.
* Extensive experience with the identification, preparation, implementation and monitoring of unit goals and objectives and developing strategies and compliance programs to ensure goals and objectives are achieved.
* Demonstrated experience in operating in politically sensitive environments.
* Expertise in negotiating positive outcomes with high level customers.
* Demonstrated experience in effectively leading and managing teams.
