The NHPOPC is an independent, statutory agency established under the Health Practitioner Regulation National Law (National Law).
The National Law establishes a national registration and accreditation scheme for health practitioners in 15 professions. For the purpose of implementing this scheme, the National Law establishes the Australian Health Practitioner Regulation Agency (AHPRA), the AHPRA Management Committee, the Australian Health Workforce Advisory Council, and the 15 National Health Practitioner Boards.
The role of the NHPOPC is to provide ombudsman, privacy and freedom of information oversight of these entities, particularly AHPRA and the National Health Practitioner Boards.
In order to fulfil these functions, the National Law confers specified jurisdiction on the National Health Practitioner Ombudsman and Privacy Commissioner that is derived from the Ombudsman Act 1976 (Cwlth), the Privacy Act 1988 (Cwlth), and the Freedom of Information Act 1982 (Cwlth). These Acts are modified by the Health Practitioner Regulation National Law Regulation to make them suitable for the national regulatory scheme.
About the role:
The Senior Policy and Engagement Officer will join the office of the National Health Practitioner Ombudsman (NHPO)'s policy and communications unit. The Senior Policy and Engagement Office will provide authoritative, evidence-based advice and lead the delivery of office policy and reviews projects.
The role works closely with our subject matter experts to lead responses to emerging regulatory issues, including submissions on areas of relevance in the National Registration and Accreditation Scheme (the National Scheme). This requires an ability to quickly understand complex issues and relevant state and federal legislation.

The NHPO's primary role is to provide oversight of bodies in the National Registration and Accreditation Scheme, including the Australian Health Practitioner Regulation Agency (Ahpra), the 15 National Health Practitioner Boards and accreditation organisations. The NHPO sees complaints as an invaluable way to identify and address problems with how registered health practitioners are regulated in Australia.
About the department:
The Victorian department of health (the department) develops and delivers policies, programs and services that support and enhance the wellbeing of all Victorians.
The department is the NHPO's host jurisdiction, which allows the NHPO to reduce administrative costs by accessing accommodation, information technology and other systems on a shared basis. NHPO staff are employees of the department on secondment to the NHPO.
About you:
We are looking for someone who can:
* Provide authoritative advice, reasoned recommendations and innovative solutions to complex, sensitive and technical matters related to the health practitioner regulatory environment based on comprehensive research.
* Lead and collaborate on significant office projects, such as relevant reviews and undertake complex research, with an understanding of how actions and outcomes relate to the health practitioner regulatory environment.
* Prepare submissions, briefings, position papers and correspondence of a complex and authoritative nature for the Ombudsman and Commissioner.
* Lead the development of policy initiatives that meet the office's objectives within resourcing, timeline and budget parameters.
Desirable qualifications/specialist expertise:
* Relevant tertiary qualification in law, social sciences, policy or a related discipline would be desirable.
* Extensive relevant experience in policy development, preferably in a regulatory environment
* Demonstrated understanding of stakeholder engagement principles
* Some knowledge and understanding of the National Scheme, relevant legislation and complaints management.
