Reporting to the Business Case Manager, this role is central to securing investment and driving strategic growth for the Aboriginal Housing Office (AHO). You will work at the intersection of policy and finance, collaborating with a broad range of government stakeholders to develop robust, evidence-based proposals. This position offers a unique opportunity to shape high-impact business cases that align with both AHO strategies and broader NSW Government objectives and priorities.
Key Responsibilities
* Prepare high-quality business cases and supporting evidence, coordinating submissions for Cabinet/ERC documents and Final Budget Proposals (FBP) within PRIME.
* Ensure all proposals meet mandatory investment and assurance standards by conducting rigorous quantitative and qualitative compliance checks.
* Act as a business partner to program directorates and partner agencies to develop aligned proposals.
* Coordinate Gateway Assurance reviews, register projects with the Gateway Coordination Agency (GCA), and manage the progression of projects through risk-based assurance gates.
* Support ad‐hoc and out‐of‐budget‐cycle funding applications, including Commonwealth submissions, while ensuring alignment with whole‐of‐government approaches.
* Manage responses to ministerial and Treasury (TO/TCO) requests and prepare ministerial briefs for executive decision‐making regarding New Policy Proposals (NPPs).
* Drive consistency across the organisation by providing best‐practice tools, methodologies, and guidance for high‐quality business case development.
Key Skills & Experience
* Understanding of NSW Government budget processes, investment frameworks, and Gateway Assurance requirements (desirable).
* Proven ability to undertake complex data analysis and navigate financial systems like PRIME to produce FBPs and Cabinet‐level documentation.
* Advanced skills in \"business partnering\" across diverse agencies and directorates to negotiate and align competing priorities.
* Experience in drafting ministerial briefs, policy advice, and formal responses to Treasury Quality Assurance (TQA) queries.
* Experience in risk assessment and managing the end‐to‐end governance lifecycle of large‐scale infrastructure or policy projects.
