The Australian Communications and Media Authority (ACMA) is an independent Commonwealth statutory authority responsible for the regulation of broadcasting, radiocommunications, telecommunications and some online content. This work underpins our vision for a connected, informed and entertained Australia. Who we are Spectrum is a critical resource to ensure that Australia remains connected. The Spectrum Allocations Licensing and Policy Branch plays a lead role in setting and driving the ACMA's spectrum agenda. We work with government, industry and the public on a wide range of technology and policy issues, and design and deliver regulation that promotes the long term public interest flowing from the use of wireless technologies. Our key priorities include preparing for the expiry of a range of spectrum licences that are currently used for mobile telecommunications, maintaining a range of regulations that enable, and support, spectrum use across Australia, preparing for potential upcoming auctions and allocations of spectrum, and providing policy advice on broadcasting issues including the future of television. The Major Spectrum Allocations Section (MSAS) is primarily responsible for designing and delivering the ACMA's high-demand spectrum allocations. The Section works extensively with industry to develop spectrum and apparatus licence allocation processes and policies in order to allocate the spectrum in a way which supports the Government's communications policy objectives. This includes coordinating input from subject-matter experts from across the branch and division, developing subordinate legislation, planning for long-term projects, managing external contracts, undertaking auction systems testing and implementing the allocation process. We also consult and engage with industry stakeholders and other government agencies like the Australian Competition and Consumer Commission on allocation related matters. About the role This is an opportunity to do something different with your policy, regulatory development, economic skills and/or legal experience, to work on high demand spectrum allocations in a dynamic, complex and rewarding part of the ACMA and help shape Australia's digital future. The Major Spectrum Allocations Section is looking for a Senior Policy Officer to lead a range of spectrum allocation projects supporting the ACMA's role as the spectrum regulator. Over time the Section has allocated many of the spectrum licences that underpin Australia's mobile telecommunications and wireless broadband networks. The Section's current major priority is developing an allocation approach to support the further provision of satellite services in Australia. This work is innovative and a central part of the ACMA's work on ensuring scarce spectrum is used in the long-term public interest. The Section works closely with other parts of the ACMA, as well as government departments and other government agencies, on spectrum and other projects, and with the Australian Competition and Consumer Commission on a range of competition and regulatory matters. You will have the opportunity to work across the section's priorities, take a leadership role and gain supervisory experience in a small team with a collaborative, fun and positive culture. The key duties of the position include In this role you will: lead the development and implementation of high quality strategic and regulatory policy advice/analysis on more complex areas of radiocommunications policy use your verbal and written communication skills to synthesise complex legal and technical issues in plain English for a range of audiences assist with project and resource planning for the team's work program where required, assist in managing contracts associated with our auction system work across a range of other teams including legal, engineering, media and economics experts to manage outcomes and expectations with those areas work closely with senior ACMA and other government officials lead the delivery of a range of projects both in a small team and independently mentor and coach junior staff This is an outstanding opportunity for a Senior Policy Officer to join a dynamic and highly skilled team and influence the future of Australia's digital economy.
