The Opportunity
Lithgow City Council has an exciting opportunity for a Strategic Asset Manager to join their team in Lithgow, NSW for a temporary two year contract.
The Strategic Asset Manager will ensure and oversee a proper and efficient 'system of management' for management of all classes of Council assets in a manner that is consistent with leading practice, and is seamlessly integrated within Council's Integrated Planning and Reporting (IP&R) Framework.
The position is accountable for decisions regarding the direction setting of strategic asset management within Council, and for the provision of advice to the Executive Team and Asset Managers (as well as relevant stakeholders).
Key Decision-making Requirements Of The Position Include
* Project management and delivery decisions,
* Project resourcing, planning and scheduling decisions, and
* Risk management decisions.
This is a key strategic resource management position, which, through the outputs contained herein, will provide significant input into the shaping and effective strategic management and governance of all Council asset classes thereby assisting the Council in providing a sustainable and vibrant Lithgow. You will be working collaboratively with staff to introduce change through new asset management initiatives that are cross-functional and cross departmental, and therefore represent a holistic, integrated approach to public sector asset management.
More specifically, your duties will include (but will not be limited to):
* The development and on-going management of an appropriate Asset Management Framework, system of management within the organisation's structure, and processes and procedures that are based on leading practice principles
* The development, implementation and periodic review of a Council-wide Asset Management Policy, Asset Management Strategy, and Strategic Asset Management Plan
* Promoting Asset Management as an organisation-wide activity
* Developing an appropriate organisational structure (with defined roles, responsibilities, and accountabilities) for the strategic and operational management of assets within a defined Asset Management Hierarchy
* Within Council's IP&R regime, work alongside existing asset custodians and assets engineers to ensure that the forward planning and strategic management of Council's assets are aligned with Council's community, service, financial, social, and environmental objectives.
* Strategic oversight and evaluation of Council's development, management, review, delivery, and reporting of the key outputs and outcomes of the Council's Infrastructure & Asset Management Plans
* Managing 'special projects' related to the enhancement of Council's management of these assets, ensuring readiness for delivery on-ground

About You
The successful candidate will meet the following criteria:
* Tertiary qualifications in the form of a Degree in Civil Engineering, Project Management, Asset Management or similar discipline.
* Relevant industry experience (5-years plus) in the strategic management of major engineering assets and delivery of complex and extensive asset related projects.
* Class "C" NSW Driver's Licence.
* Demonstrated understanding and experience in asset management compliance accreditation and ISO 55000.
* Demonstrated experience in undertaking change management processes.
* Demonstrated experience in use and development of asset management strategic frameworks, documentation and software systems.
In addition the ideal candidate would have a demonstrated understanding and experience in Local Government IP&R frameworks as it relates to asset management.
