ABOUT THE ROLE
Carbal is seeking a highly capable and experienced Clinic Operations Manager to provide operational leadership across both the Toowoomba (Russell Street) and Warwick clinics.
This is a senior practice leadership role requiring strong operational oversight, people-management capability, and systems expertise. You will be responsible for the day-to-day operational performance of two high-demand primary care sites, including workforce coordination, patient flow, compliance, performance monitoring, and selected cross-clinic initiatives.
A key element of this role is clear, consistent, and effective communication. You will work closely with GPs, clinical leaders, and multidisciplinary teams to ensure strong information flow, collaborative problem-solving, and alignment between clinical and operational priorities.
The role also includes operational oversight of clinic-based research activity, supporting recruitment processes, managing workflow and workforce impacts, and ensuring agreed research deliverables and timelines are met alongside core service delivery.
Clinical governance oversight is a critical component of this role, ensuring services are delivered safely, consistently, and in accordance with accreditation, quality, and regulatory requirements.
This position is well suited to an experienced Practice Manager, Clinic Manager, or Health Operations Manager with a proven track record managing busy, complex primary care environments across one or multiple sites.
This is a non-identified position; however, a strong commitment to culturally safe practice and respectful engagement with Aboriginal and Torres Strait Islander communities is essential.

KEY RESPONSIBILITIES
* Provide operational leadership and oversight of two busy AMS clinics
* Lead, support, and develop administrative and operational staff across both sites
* Work closely with GPs and clinical leaders to support efficient, safe service delivery
* Ensure effective communication across clinical, administrative, research, and corporate teams
* Oversee rostering, leave coordination, and workforce utilisation
* Maintain efficient patient flow, appointment management, and clinic workflows
* Ensure compliance with accreditation standards, clinical governance frameworks, and organisational policies
* Oversee Medicare and other relevant billing and reporting processes
* Coordinate and monitor operational aspects of clinic-based research activity, including recruitment support and milestone delivery
* Monitor performance, KPIs, service demand, and project deliverables, reporting outcomes to management
* Drive continuous improvement across systems, processes, and patient experience

WHAT YOU'LL BRING
Essential
* Demonstrated experience as a Practice Manager, Clinic Manager, or Health Operations Manager
* Extensive experience managing busy primary care and/or general practice environments
* Proven leadership and people-management capability across multidisciplinary teams
* Exceptional communication skills, including the ability to work effectively with GPs, clinical leaders, and internal stakeholders
* Strong understanding of Medicare billing, compliance, clinical governance, and accreditation requirements
* High-level organisational, problem-solving, and decision-making skills
* Ability to manage competing priorities across multiple sites and work streams
* Experience coordinating structured projects or initiatives and delivering agreed operational outcomes
* Demonstrated understanding of health issues impacting Aboriginal and Torres Strait Islander communities
* Current QLD C Class Driver Licence
* Ability to obtain and maintain a National Police Check and Blue Card
Desirable
* Clinical background (nursing or allied health)
* Current or previous AHPRA registration
* Experience working in an Aboriginal Medical Service or community-controlled health organisation
* Experience managing multi-site health services
* Exposure to health research projects, quality improvement initiatives, or structured service improvement programs
