The Human Resources (HR) Manager is responsible for leading and managing the delivery of all services associated with the TSRA's HR function. This includes ensuring effective access to HR services and overseeing the full suite of HR operations. The role is accountable for the development, implementation and maintenance of a comprehensive workplace and employment framework. This encompasses HR strategies and plans, policies and procedures, Workplace Health and Safety (WHS) and rehabilitation frameworks, and systems and practices that enable the TSRA to attract, retain, develop and manage a highly engaged and committed workforce. As a key contributor to the strategic direction of the TSRA, the HR Manager provides high-level strategic advice to the Corporate Services Manager, Chief Financial Officer, Chief Executive Officer and the senior management team. This position offers the opportunity to work autonomously in a hands-on, end-to-end HR generalist capacity. The Human Resources Manager will demonstrate strong leadership, exceptional communication and relationship-building skills, sound judgement, curiosity, a positive outlook and a commitment to continuous improvement. Your people priorities will include leadership, culture, workforce planning and talent management. You will also coach managers to strengthen HR capability and provide guidance on complex HR matters. The key duties of the position include • Lead the HR team to deliver client-focused human resources strategies and services, including providing clear and consistent communication, setting performance and behavioural expectations, coaching and developing staff, managing performance and establishing work priorities. • Share your expertise with others while guiding, developing and empowering less experienced employees. • Lead the design, development, negotiation and implementation of employment conditions, key strategies and initiatives that support the achievement of TSRA's corporate objectives and workforce management plan, ensuring compliance with all relevant legislation. • Oversee the design, development, implementation and review of the TSRA Employment Framework and all associated strategies, policies, procedures and guidelines aligned to corporate goals and objectives. • Provide significant input into strategic processes and lead people-related projects and programs, including workforce planning, succession planning, recruitment strategies and learning and development initiatives. • Provide advice and support to Program Managers and other leaders on relevant policies and procedures, workforce planning strategies and the resolution of employee relations issues. • Monitor and manage the day-to-day operations of the HR team to ensure efficient and effective delivery of transactional HR functions, including payroll, recruitment, government reporting, workers' compensation, WHS and superannuation.
